Chief Operations Officer

  • PRIMARY FUNCTION: The Chief Operations Officer (COO) serves as the executive leader responsible for the operational efficiency and effectiveness of the district. This key role optimizes processes and ensures operational excellence across all departments, encompassing facilities maintenance and operations, warehousing, transportation, school nutrition programs, and construction. The COO's responsible for future planning, anticipating, and preparing for the district's needs based on growth projections and changes in academic programming. The COO ensures that the work of the operations divisions aligns closely with and supports the advancement of the district's strategic plan. They ensure that operational efforts contribute directly to the district's overarching student achievement goals.

    REPORTS TO: Superintendent of Schools
    SALARY SCHEDULE: A-1
    WORK DAYS: 250

    REQUIREMENTS:
    1. Education Level: Master's degree in management administration, business administration, public administration, engineering or other related field from an accredited college or university

    Experience, Skill, and Certification:
    • Multi-year leadership experience with multifunctional logistics
    • Extensive knowledge of local, state and federal guidelines for all functional areas of responsibility
    • Excellent oral and written communications skills, with experience in public speaking and media appearances
    • Extensive knowledge of public sector budgeting and long-range planning
    • Eligible for educational support license
    • Eligible for Georgia Professional Standards Support Certificate
    • Knowledge of K-12 Operations, to include School Nutrition, Pupil Transportation, Maintenance and Operations and Construction
    • Knowledge of Capital Outlay funding
    • Experience with maintaining design guidelines
    Preferred:
    • Experience in a comparable, urban school district characterized by multi-ethnic and cultural diversity.
    • Experience in both public and private sectors
    • Management of major construction projects

    ESSENTIAL DUTIES:

    1. Collaborate with the Superintendent and cabinet to develop and execute operational strategies aligned with the district's strategic plan.
    2. Drive initiatives to streamline processes, improve efficiency, and enhance operational performance.
    3. Provide strong leadership and direction to operations departments, fostering a culture of collaboration, innovation, and accountability.
    4. Ensure alignment of operational activities with the organization's strategic priorities.
    5. Implement best practices and standards to optimize operational efficiency and effectiveness.
    6. Identify and assess operational risks, developing and implementing risk mitigation strategies.
    7. Ensure compliance with regulatory requirements, industry standards, and organizational policies.
    8. Cultivate and manage strategic partnerships with external stakeholders, vendors, and service providers.
    9. Champion a culture of continuous improvement, implementing operational efficiencies.
    10. Provide regular updates and reports to the Superintendent and cabinet on operational performance, key initiatives, and performance measures.
    11. Perform other duties as assigned.
    TERMS OF EMPLOYMENT
    Incumbents will be considered "at will." This position is "essential personnel, critical staff" when there is an event that creates security challenges or disruptions to district operations. This position may be required to work during identified periods of an emergency as defined in Policy Regulation GBRB-R, Title: Professional Personnel Time Schedules. Incumbent will be considered "atwill." Appropriate pay will be determined based on Grade A-1 of the Administrative Scale and allowable experience as determined by Human Resources. The work calendar will be 250 days.
