    Title: Chief Administrative Officer

    Location: Onsite in Condon, Oregon

    General Statement of Responsibilities

    Serves as the Chief Administrative Officer. Performs executive management level leadership supporting the County Court with the planning, coordination and implementation of county operations, programs, and procedures and works as an integral member of the County Management Team. Participates in County budget development; represents the County Court in contract negotiations and at various meetings; conducts specific research projects; prepares reports and recommendations and performs related work as required. This is a non-represented position that serves at the pleasure of the County Court.

    Supervision Received

    Works under the direction of the County Court, which provides policy and administrative direction and reviews performance.

    Supervision Exercised

    Supervises all appointed department heads and certain County employees as assigned by the County Court. Assigns and reviews work; alters the workloads of others to meet scheduling demands; evaluates performance and conducts appraisal interviews; and has the authority to hire and fire, or effectively recommend the same.

    Examples of Duties - Essential Functions

    · Performs executive management level duties, which include: organizational planning, leadership and administrative work in assisting and supporting operations of the county government under the authority of the County Court and implements directives, policies, and major initiatives at the request of the County Court.

    · Works in a collaborative manner with appointed and elected officials on specific assignments; facilitates management team building, policy interpretation, guidelines and procedures. Provides a variety of administrative support services for the County Court on a continuing and special request basis; assists the County Court in decision making processes, information gathering, policy development and review.

    · Facilitates the communication and decision-making process between departments and the County Court; ensures that information provided to the County Court is professional and presented in a manner that facilitates decision-making.

    · Coordinates the planning efforts for the County Court, which includes establishing objectives and developing strategies, implementing the county strategic plan, assisting the County Court with developing goals and objectives, and responsibility for implementing and assessing progress of performance measures.

    · Participates in the preparation of the county budget; works in concert with the Finance Director/Budget Officer to link the budget with County Court policy; evaluates budget proposals submitted by department heads; develops final budget recommendations based on staffing and resource requirements, cost estimates, objectives and goals.

    · Participates in the development of agendas for the County Court's meetings and attends County Court meetings to present information as required.

    · Provides oversight and direction to appointed department heads. Is expected to be present in the Courthouse during business hours except when traveling for County business. Develops performance expectations and prepares annual performance evaluations.

    · Oversees the development, maintenance, and management of personnel policies. Collaborates with the Employee Resources Officer to review and make recommendations to the County Court for improvement of the County's policies, procedures, and practices on personnel matters. Communicates changes to policy to management and employees. Interprets policies for management, employees and union representatives.

    · Manages labor relations. Leads Collective Bargaining Agreement negotiations on behalf of the County. Responds to and manages the grievance procedure. Responds to all labor questions, complaints and issues raised by employees or management. Communicates with labor representatives on issues as needed. Administers all labor agreements.

    · Works closely with the County Court, Finance Director, County Counsel, and insurance providers to identify and mitigate risks to the County.

    · Follows all safety rules and procedures for work areas.

    · Maintains effective and cooperative working relationships with those encountered in the performance of duties including employees, Elected Officials, other organizations and the public.

    · Performs other related duties and special assignments as assigned by the County Court.

    · Operates a motor vehicle in the performance of duties; maintains a current Oregon Driver's License and an acceptable driving record at all times.

    Minimum Qualifications

    Education and Experience:

    · Bachelor's Degree in business administration or a related field;

    · AND five (5) years of professional, progressively responsible experience in an administrative, managerial, or supervisory capacity in the public sector, which included experience in budget preparation, personnel administration, and program development implementation and management;

    · OR any equivalent combination of education and experience that ensures the ability to perform the essential functions of this position.

    Special Requirements/Licenses:

    A valid Oregon Driver's license and proof of an acceptable driving record are required.

    Preferred Qualifications/KSAs

    Knowledge of: local government organization, authority and functions and relationships with other governmental jurisdictions. Thorough knowledge of the principles and practices of public administration. Thorough knowledge of the principles and practices of public budgeting, finance, reporting and personnel management.

    Skills: Strong computer skills, preferably in Microsoft Office Suite products; verbal and written communication skills; active listening skills; interpersonal skills; excellent customer service skills; strong organizational skills; skill in performing basic mathematical calculations.

    Ability to: plan, organize and conduct research projects. Ability to communicate effectively both orally and in writing. Ability to analyze problems, prepare clear and concise reports on same with proposed solutions. Ability to analyze and prepare budgets. Ability to supervise the work of assigned personnel and programs. Ability to establish and maintain effective working relationships with the County Court members, department heads, elected officials, employees, officials from other agencies and the general public.

    While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires mobility including the ability to frequently lift or move materials up to 5 pounds and rarely move material over 25 pounds. Manual dexterity and coordination are required for over half of the daily work period which is spent while operating office equipment such as computers, keyboards, 10-key, telephones and other standard office equipment. This position requires both verbal and written communication abilities.

    Employment:

    The County Administrator is a salaried, overtime exempt employee under state and federal laws. The County Administrator will work on a regular, full-time basis with the ability to work irregular hours, including nights and weekends as necessary or appropriate.
