    The Department of Social and Health Service (DSHS) and Western State Hospital (WSH) has an opening in the Civil Center of Excellence. You’ll report to the CEO and will be accountable for providing executive and administrative leadership.
     
    You’ll also have responsibility to provide the strategic and operational framework for the enterprise-wide efforts to address the behavioral healthcare workforce. In addition to the strategic focus, the Deputy Chief Executive Officer is a key executive position to ensure human relations and complaint resolutions with staff, patients, and other stakeholders are handled in a proactive and appropriate manner.

    The goal of Civil Center operations is to assist patients with recovery and discharge back into their own communities. We believe patient participation in their treatment is critical to discharge and community living. Treatment teams, friends, family, and community stakeholders all work together to help move patients toward wellness, healthy living, and recovery. We encourage patients to fully engage in their classes, groups, and individual treatment, as learning new skills will provide numerous tools to aid in recovery and return to the community.     Your Principal Responsibilities

    • Supervise the Chief Operations Officer (COO), responsible for hospital operations.
    • Supervise the Director of Organizational Change Management, responsible for all Civil communications, hospital change efforts, Organizational Development (training), and hospital hiring efforts.
    • Dotted line supervision of the WSH Equity, Diversity & Inclusion Administrator, responsible for the hospital’s strategic diversity action plan.
    • Handle all personnel matters for the Civil Center of Excellence, in addition to hearing level II grievances.
    • This position is routinely delegated full authority, serving as the CEO.
    • In collaboration with the CEO, Executive Leadership, and the Assistant Secretary, assist in the development and implementation of the strategic direction for the hospital.
    • Ensure the strategic plan is articulated internally and externally; effectively delegate key activities to ensure timely execution of the strategic plan goals and objectives.
    • Champion and demonstrate the values, mission, and vision of the hospital.
    • Lead and direct initiatives focused on a Culture of Safety. Provide guidance while leading a diverse community of patients, staff, and providers in meeting the hospital's mission to provide high-quality healthcare in a safe setting.
    • Promote effort to establish the hospital as an Employer of choice; design a creative branding strategy. Develop the hospital's strategic direction for talent acquisition, talent management, and diversity and inclusion. Foster an environment conducive to the recruitment and retention of quality healthcare staff.
    • Ensure organizational compliance with regulations, laws, procedures, and policies, including Centers for Medicare & Medicaid Services (CMS) Conditions of Participation, relevant Department of Health regulations, Revised Code of Washington (RCW), and Washington Administrative Code (WAC).
    • Ensure prudent management of resources within the allotted budget.

    What We Want In Our New DCEO

    Professionals with the following are encouraged to apply:

    Masters of Health Administration, Social Services, or related field and a least seven (7) years progressively responsible human services hospital and/or institutional management experience in a large, complex and highly represented organization.
     
    Consideration will be given to those with a Bachelor's degree in Health Administration or related field as well as nine (9) years progressively responsible human services hospital and/or institutional management experience in a large, complex and highly represented organization.
