    The Santa Barbara County Public Health Department is currently seeking dedicated and compassionate physicians to lead our team as our new Chief Physician. As a Chief Physician, you will play a crucial role in providing high-quality care to our patients. This position offers the opportunity to work in a dynamic environment, collaborating with a multidisciplinary team to deliver comprehensive services to underserved communities.
     
    We are accepting applications to fill one (1) Chief Physician vacancy to work at our Franklin Health Care Center in Santa Barbara, AND one (1) Chief Physician vacancy to work at our Carpinteria Health Care Center in Carpinteria. Note: The County job classification associated with this title is Staff Physician, Supervising.
     
    We are also accepting applications to establish one employment list for future Full-Time, Part-Time, Extra Help and 1414* vacancies for Staff Physician, Supervising in Santa Barbara, Santa Maria, Carpinteria and Lompoc. 
     
     *1414 vacancies may occur as a result of a leave of absence (Civil Service Rule 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave. A person who is appointed to a position under Civil Service Rule 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.

    POSITION: Under general direction, provides medical supervision for clinic operations; provides direct supervision of physicians and advanced practice practitioners; supervises resident physicians from local hospitals in an outpatient setting; directs the medical component of the California Children's Services (CCS) and the Child Health and Disability Prevention (CHDP) programs; and performs other related duties as required.
     
    DISTINGUISHING CHARACTERISTICS:  This classification is distinguished from Staff Physician and Chief Medical Officer (Assistant Department Leader – Attorney/Physician) by its responsibility for providing medical administration and supervision of professional staff, whereas Staff Physicians are responsible for providing direct patient care and the Chief Medical Officer is responsible for providing medical policy direction.  It is further distinguished from Health Center Administrator (Program/Business Leader) by its responsibility for medical oversight of regional clinics and Public Health programs, whereas Health Center Administrators have operational responsibility for a regional clinic, including the supervision of most non-physician staff, budget, purchasing, facilities, and contract administration.

    The Santa Barbara County Public Health Care Centers provide primary care health services in addition to specialty services.     • Supervises and directs the work of physicians and mid-level practitioners; assigns and monitors work performance; selects, evaluates, and trains physicians, physician assistants, and nurse practitioners; participates in peer review and other quality control processes; ensures adherence of all medical staff to proper medical procedures and protocols; and takes corrective action as necessary.
    • Supervises and directs the work of other Health Center staff where appropriate; assists in the development of diagnostic and treatment protocols; coordinates the work of consulting physicians; and participates in or conducts in-service training programs.
    • In conjunction with the Health Center Administrators, ensures adherence of all medical staff to departmental policies and procedures; participates in systematic reviews of service utilization and quality; provides medical consultation to Utilization Review program by determining the medical necessity of and approving referrals to outside providers; acts as a liaison in developing and maintaining close relationships with community medical staff; and develops access to specialty care for County patients.
    • May train and supervise residents from local hospitals in an outpatient clinic setting; may supervise medical residents who admit, discharge, round, and provide emergency room care for County patients at local hospitals; coordinates residents' clinic schedules with Health Center Administrators; and depending on assignment, may provide back-up to the Chief Medical Officer (CMO).
    • Reviews and countersigns patient charts as required; reviews the work of medical residents; provides clinical care; responds to patient complaints and staff inquiries; and remains current on policies and procedures relative to the practice of medicine at local hospitals.
    • Delegates and/or directs the medical component of the CCS and CHDP programs; ensures compliance with state regulations relating to CCS and CHDP; promotes appropriate utilization by local medical providers; participates in multidisciplinary case conferences; reviews cases for medical eligibility in the Medical Therapy Units; responds to appeals of medical eligibility or service denials; prepares comprehensive reports and other correspondence; ensures CHDP community providers are in compliance with medical standards; and recruits CHDP providers.
    • Attends or leads monthly medical staff meetings and other program meetings as requested; and ensures that staff adheres to performance and quality indicators as determined by Public Health Department administration.
    • Provides direct patient care; provides appropriate consultation to other County physicians and health care practitioners.
    Possession of a valid Certificate as a Physician or Surgeon issued by the State of California; Board Certification or eligibility in Family Practice, Internal Medicine, Obstetrics/Gynecology, Pediatrics, or other specialty consistent with PHD assignment; AND:
    1. Three years of experience as a physician; OR,
    2. Three years of experience performing duties equivalent to a Staff Physician with Santa Barbara County; OR,
    3. A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required certification, knowledge, and abilities.
     
    Additional Qualifications:   Some positions in this class may require some or all of the following:
    • Board certification in a specialty consistent with the PHD assignment.
    • A valid California Class C Driver's License.
    • Eligibility for hospital privileges in the local acute care hospitals.
    • Willingness to provide standby call coverage on weekdays, weekends, and holidays as well as being available for consultation after regular business hours.
     
    Knowledge of:  advanced principles and practices of modern medicine, medical diagnosis, and treatment; community resources in medical treatment; American Medical Association ethics and standards; pharmacology, including laws regarding informed consent, dosage ranges, drug incompatibilities, and side effects; ICD-10 and CPT coding and billing principles; clinical supervisory principles and practices; health care management practices and principles; peer review process; development of medical policies, procedures, and protocols; principles and practices of training; and standard English grammar and usage.
     
    Ability to:  learn and apply principles of staff supervision and performance evaluation; assess symptoms and make an accurate diagnosis; prescribe treatment appropriate to the patient's condition and situation; communicate effectively in both oral and written formats; establish and maintain effective relationships with staff, patients, the public, other community providers, and other County employees; and interact with and effectively treat clients from diverse socio-economic backgrounds.
     
    Desirable Qualifications: Previous experience supervising physicians is highly desirable.APPLICATION & SELECTION PROCESS 
    • Review applications and supplemental questionnaire to determine those applicants who meet the employment standards. 
    • Supplemental Questionnaire Ranking. Responses to the required supplemental questionnaire will be evaluated and autoscored. Candidates’ final score and rank on the employment list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 12 qualified candidates.
     
    Candidates must receive a percentage score of at least 70 on the Supplemental Questionnaire to be placed on the employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rules VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam and exact duration of the employment list.

    Incumbents that are being considered for positions in the Public Health Department will need to provide the following information:
    The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high risk environment to comply with the PHD Employee Immunizations policy.  This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations.  A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time.  
    Conditional Job Offer: Once a conditional offer of employment has been made, candidate will be required to successfully complete a background check, which includes a conviction history check, and satisfactory reference checks. The appointee will be subject to a post-offer medical evaluation or examination.

     Disaster Service Worker: Pursuant to Governmental code section 3100, all employees with the County of Santa Barbara are declared to be disaster service workers subject to such disaster service. Activities as may be assigned to them by their superiors or by law.
