    SUMMARY:


    Serves as Chief Financial Officer by performing the functions of planning, controlling, and directing the credit union's accounting and financial reporting systems, ensuring compliance with generally accepted accounting principles and related regulations. Provides counsel to the President/CEO and Board of Directors regarding the credit union's internal accounting and financial reporting systems, policies, program and procedures. Conducts analyses and prepares regular reports that depict the financial status of the credit union. Serves as credit union Investment Officer. Provides prompt, professional and courteous support and assistance to internal departments, retail branches and members.


    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.


    • Oversees and directs budgeting, tax, accounting, insurance, regulatory reporting, and related accounting and finance activities for the organization.

    • Directs departmental staff in the creation and maintenance of required systems and procedures necessary to maintain proper records and adequate accounting controls and services. Reviews general ledger activity for accuracy and completeness.

    • Works closely with external auditors and federal credit union examiners to ensure the credit union complies with prescribed accounting methods set out in regulation, law, FASB rules, and generally accepted accounting principles.

    • Appraises the organization's financial position and issues periodic financial and operating reports that adequately assess and report on the financial condition of the credit union.

    • Manages the investment portfolio of the credit union, in accordance with the credit union's Investment and Liquidity policies.

    • Prepares periodic ALM reports including updating and running ALM simulations using ALM modelling software. Makes recommendations to the pricing committee for strategic ALM changes.

    • Directs and coordinates the establishment of budget programs.

    • Analyzes, consolidates, and directs all cost accounting procedures, together with other statistical and routine reports.

    • Oversees preparation and timely filing of the NCUA 5300 Call report.

    • Responsible for borrowing funds in accordance with Board approved strategy and credit union policy.

    • Cultivates and maintains appropriate relationships with members and co-workers.

    • Coordinates interaction on various projects and processes between the accounting/finance department and other operating departments within the credit union.

    • Directs and analyzes general economic, business, and financial conditions and their impact on the organization's policies and operations for use in making investment and rate decisions.

    • Partners with the Human Resources Department to coordinate employee payroll and benefits administration.

    • Acts as liaison for Finance Committee.

    • Participates with the President/CEO, or as might be determined, with the Board of Directors in strategic planning, organizing, coordinating, and controlling the credit union's financial business affairs.

    • Performs such other tasks and duties as the President/CEO might from time-to-time assign.

    SUPERVISORY RESPONSIBILITIES:

    Manages employees in the Finance Department and is responsible for the overall direction, coordination, and evaluation of this area.


    Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.


    MINIMUM REQUIREMENTS:


    • Maintains a positive attitude with employees and members, and remains flexible while focused on accepted practices, policy, productivity and effectiveness.
    • Promotes awareness of the credit union mission and brand statement to the credit union membership.
    • Abides by the Service Standards established by the credit union.
    • Strong knowledge of financial products and services.
    • Regular and predictable attendance.
    • Excellent verbal and written communication skills to communicate professionally.
    • Maintains a professional appearance in accordance with established dress code policy.
    • Technological skills and knowledge, including computer literacy.

    PERFORMANCE STANDARDS:


    Maintains conservative, yet reliable records prepared on a timely basis, that fully address all aspects of the credit union's assets, liabilities, income, expense, and reserves. Ensures that the entire accounting and data processing system is maintained to conform to the requirements of the Federal Credit Union Act, State legislation as might be applicable, other Rules and Regulations and Financial Management Standards prescribed and/or recommended for the prudent financial management of the credit union.


    QUALIFICATION REQUIREMENTS:

    EDUCATION and/or EXPERIENCE:


    A degree in Finance or Accounting Degree obtained from a recognized university, plus five (5) to ten (10) years' experience in a similar position at a bank, credit union, or savings and loan. An advanced degree or Certified Public Accountant license preferred. Equivalents in education and experience considered.


    CERTIFICATES, LICENSES, REGISTRATIONS:


    Certified Public Accountant's (CPA) license preferred.
