    Performs highly advanced and/or supervisory accounting work. Work involves preparing or supervising the preparation of financial analyses and reports; establishing, maintaining, and supervising accounting systems, procedures, and controls; and preparing the agency budgets. Plans, organizes, and directs, fiscal activities including accounting, payroll, budgeting, and purchasing. Works under minimal direction with extensive latitude for the use of initiative and independent judgment. Will become an integral part of the executive leadership team.

     

     

     

     

    EDUCATION, TRAINING, & EXPERIENCE

    • Master’s degree preferred.
    • Experience in accounting and financial operations.
    • 5 years of overall combined accounting and finance experience, preferred.
    • Auditing and compliance experience, preferred.
    • Experience in healthcare billing and revenue recognition, preferred.
    • Experience with general ledger functions and the month-end/year end close process, preferred.
    • Experience with financial operations of a governmental entity, preferred.

     

     

     

     

    ESSENTIAL TASKS

    Knowledge of finance administration

    • Budget control and fiscal accounting.
    • Ability to learn the agency’s financial program.
    • Thorough knowledge of accounting principles and procedures.
    • Understanding of governmental accounting, budget control methods, policies, and procedures.
    • Knowledgeable of laws and regulations pertaining to fiscal operations.
    • Ability to recruit and retain top-performing professionals and paraprofessionals.
    • Ability to prioritize and manage multiple work initiatives & schedules.
    • Good communication skills.
    • Strong leadership skills.

     

     

     

     

    FINANCIAL SERVICES

    Plans, organizes, coordinates, and directs the program to control the financing Department operations; maintaining, monitoring, and improving the overall quality and integrity of the accounting systems.

    • Oversees the recording and deposit of revenue collected by the agency, ensuring the money is cleared to the proper funds as required by statutes.
    • Oversees the allocation of state and federal funds to agency operating programs; attends state-level training initiatives/consortiums.
    • Prepares all financial reports as required by state, federal, and local requirements; ensuring all are submitted within designated timeframes.
    • Oversees/prepares the analysis and interpretation of expenditure patterns, budget projections, financial statements, and related reports.
    • Develops/monitors methods for the control of cash receipts, deposits, and disbursements; the purchase of services, supplies, and equipment; the documentation of claims for payment; and the preparation and processing of payrolls.
    • Monitors employee benefit packages; recommending changes and improvement as appropriate or beneficial.
    • Oversees the accounting, payroll, accounts receivable and information systems departments.
    • Provide instructional leadership to department heads and participate in the development and implementation of relevant aspects of the organization's strategic plan, administrative policies and procedures, and budgets.
    • Acts as the investment officer for the Center.
    • Create and present financial reports to board members with relevant facts and circumstances.
    • Performs other duties as assigned by the CEO.

     REQUIREMENTS

    • Valid Texas Driver’s License required and reliable transportation.
    • Must not have more than 3 moving violations in the last 3 years.
    • Must be insurable and remain insurable on Center’s insurance.
    • Must be able to pass a background check.
    • Certified Public Accountant (CPA) preferred.

     

     

     

    SHIFT

    Monday – Friday, 8:00 a.m. - 5:00 p.m., plus varied hours.

     

     

     

    SALARY:  Depending on Experience
