    SUMMARY - Responsible for the direction, control and efficient, effective operation of the City’s information resources, including support and administration of the City’s desktop computers and applications; network and server infrastructure; backend services and database systems; Inter- and intranet websites; and Geographic Information Systems (GIS). Install, configure, and support the organization's local area network (LAN), wide area network (WAN), and Internet systems. Monitor network to ensure network availability to all system users and may perform necessary maintenance to support network availability. Monitor and test Web site performance to ensure Web sites operate correctly and without interruption. Ensures network modeling, analysis, planning, and coordination between network and data communications hardware and software. Administers network security measures.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Maintain and administer computer networks, mobile devices, phone systems, security camera systems, access control systems and related computing environments including computer hardware, systems software, applications software, and all configurations.
    • Responsible for the operation and maintenance of audiovisual production and monitoring equipment in the City Council Chambers.
    • Maintain a continual focus on reducing cybersecurity threats; recommends best practices as they emerge.
    • Perform data backups and disaster recovery operations.
    • Monitor the performance of computer networks, provide technical support for computer network issues and recommend changes to improve computer or information systems.
    • Resolve computer network and software problems, test computer hardware and software performance, and troubleshoot issues with computer applications or systems.
    • Configure, monitor, maintain email applications and virus protection software.
    • Plan, coordinate, and implement network security measures to protect data, software, and hardware.
    • Analyze equipment performance records to determine the need for repair or replacement.
    • Recommend changes to improve systems and network configurations, and determine hardware or software requirements related to such changes.
    • Perform routine network startup and shutdown procedures, and maintain control records.
    • Maintain logs related to network functions, as well as maintenance, repair records and document network-related activities or tasks.
    • Identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
    • Collaborate with others to resolve information technology issues.
    • Coordinate resource procurement activities and identify information technology project resource
    • Develop computer or information security policies or procedures and implement security measures for computer or information systems.
    • Maintain the inventory of equipment.
    • Train others in computer interface, software use and cybersecurity.
    • Maintain a continual focus on reducing cyber security threats; recommends best practices as they emerge.
    • Update knowledge about emerging industry or technology trends and conduct research to gain information about products or processes.
    • Maintain the City’s handheld radios program for emergency situations.
    • Facilitate effective and sustainable e-waste disposal and recycling strategies.
    • Knowledge of ArcGIS system.
    • Performs other related work as required.

    SUPERVISORY RESPONSIBILITIES. This job has no supervisory responsibilities; however, will oversee use of City facilities to ensure compliance with policies and rules of conduct.

    EDUCATION and/or EXPERIENCE. Completion of a Bachelor’s Degree or higher education and/or three years related experience and/or training; or equivalent combination of education and experience.

    LANGUAGE SKILLS. Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write clear and accurate reports and correspondence. Ability to speak effectively before groups of customers or employees.

    MATHEMATICAL SKILLS. Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Calculator and cash register experience desired.

    REASONING ABILITY. Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
