  • Overview

    Assist the CIO with the creation and implementation of the IT Strategic Plan, providing leadership to all IT initiatives in support of PHC’s business and strategic objectives, and ensuring that all IT resources are aligned to meet PHC’s organizational priorities. Oversees the day-to-day operations of IT Department and provides leadership in the management of services and processing supporting the core business of PHC in the areas of Network Operations, Web Development, Enterprise Information Management, and Strategic Initiatives. Serves on behalf of the CIO in the CIO’s absence or as requested.

    Responsibilities

    Transformational Leader – 15%

    • Act as a catalyst for change within the organization
    • Analyzes key functions of PHC to determine areas in which IT can provide the greatest impact to improving operations, cost management, revenue enhancement and customer service.
    • Support the redesign of business processes to make measureable improvements in quality and reduction of cost.
    • Monitors new technologies (e.g. cloud computing) and evaluates their use in support of PHC’s strategic and tactical goals.

    Strategist – 15%

    • Develops and maintains an IT Vision and Strategic Plan for the organization related to use of information technology to support the objectives of PHC.
    • Functions as member of PHC’s senior management team.
    • Develops recommendations for systems in collaboration with user departments to improve user support, including help desk practices, AV practices, and reporting.
    • Builds relationships with business unit leaders to understand their goals and how IT can support them.
    • Develops effective working relationships with all levels of PHC staff, other programs, and other agencies, including other local health plans across the US (e.g. Association for Community Affiliated Health Plans (ACAP).
    • Participate in healthcare advocacy organizations in order to understand how leading health plan and provider organizations are leveraging IT to achieve their goals.
    • Study market trends to identify opportunities to inform PHP’s strategic plan.

    IT Vendor Management – 15%

    • Maintain knowledge of purchased services and stay abreast of new service options thatcreate value and improve efficiencies within the organization.
    • Leads purchased services efforts by organizing, sourcing, negotiating, managing contracts and seeking opportunities for purchased services to support operational departments.
    • Prepares bids, handles strategy development, vendor negotiations, internal coordination with affected departments, contract development and contract management.
    • Recommends methods to evaluate efficacy of purchased services.

    IT Governance – 15%

    • Develops transparent methods to work with PHP executive team to prioritize IT demand (projects) and to manage resources. This includes, but not limited to, improving process around projects and work requests, assigning and aligning resources, and generating reports and analytics.
    • Provides the COO with progress reports regarding project development and deviation from production goals.
    • Reports on IT performance using a balanced scorecard to identify opportunities for improvement.
    • Works with IT department management to plan, organize, evaluate and prioritize installation and maintenance of all PHC’s information systems.
    • Promotes effective communication with other department directors to ensure that there is appropriate participation by all parties in the selection and implementation of new data systems.

    IT Operations – 15%

    • Supports the CIO in preparing the annual I.T. budget, monitors expenses and justifies necessary variances from approved budget.
    • Negotiates and administers contracts that support information technology throughout PHC. These contracts include all hardware, software, network connections, Internet/intranet functions, necessary services and supplies.
    • Ensures adequate and appropriate resources are available for efficient systems operations, minimizing down time and other problems.
    • Actively leads implementation and adherence to best practices for incident management, change management, project management, service desk, etc.1095C process at year-end.

    IT Security / Disaster Recovery – 10%

    • Ensures the organization maintains HIPAA compliance for all systems and processes.
    • Maintain the data integrity at PHC for all Information Technology functions of the enterprise.
    • Assures IT is accountable for the performance of all technology in the event of a user department failure or other failure.
    • Ultimately accountable for all computer operations including help desk, data center production scheduling systems, computer programming development, technical services, communication networks (voice and data), and computer systems operations meet or exceed PHC’s executive management’s expectations.
    • Develops and maintains a Business Continuity Plan to ensure a secure technical environment and system readiness in cases of emergency.
    • Ensures integrity and security of plan data and information.

    IT Leadership – 15%

    • Responsible for reporting the quarterly dashboard metrics.
    • Maintains strong morale among IT employees and ensures teamwork, excellent communication between functional teams and involvement of department management in department and organizational planning efforts.
    • Assists the IT department management in the selection, training, performance appraisal, goal setting and resources allocation of all departmental employees.
    • Ensures that all PHC staff are trained in the use of relevant technologies, either directly or through training of department leads who provide staff training.
    • Develops and mentors IT managers and staff to perform at the highest level
    • Promotes an honest, direct and respectful approach to communications.
    • Communicate clearly and effectively verbally and in writing at all levels including Board, PHP executives, and with IT staff.

    Secondary Duties and Responsibilities

    • Prepares weekly, monthly and quarterly reports.
    • Leads, assigns and participates in special projects as needed.

    Qualifications

    Education and Experience

     

    Bachelor's degree in Computer Science or related field required. Six (6)years Information Services management experience that would provideknowledge and abilities listed above, including five (5) years at aresponsible management level.

     

    Special Skills, Licenses and Certifications

     

    Expert knowledge of the Technology Industry including servers, PC’s,Network topology, and systems software. Knowledge of dissimilarsystems and ability to troubleshoot and resolve operating problems.Valid California driver’s license and proof of current automobileinsurance compliant with PHC policy are required to operate a vehicleand travel for company business.

    Demonstrated excellent leadership skills with ability to establish andmotivate staff to achieve goals and objectives. Excellent interpersonalskills to ensure effective operations, meeting deadlines and accuracystandards. Excellent written and oral communication skills.

     

     

    Work Environment And Physical Demands

    Ability to install, move, and perform necessary tasks with systemshardware, networks, and computers. More than 50% of work time isspent in front of a computer monitor. May be required to bend, stoop,kneel, crawl, or work in other non-standing and non-sitting positions toinstall cabling, systems hardware, and other related equipment. Abilityto move about the department freely and assist with operationalfunctions as needed.
