    The purpose of a chief nurse consultant in a fetal infant mortality review is to comprehensively gather pertinent information in order to accurately capture the events of a pregnant person and infant’s life leading up to and including fetal or infant death. Autopsy, medical examiner, and other investigative reports are also of critical importance to informing the review. This gathered data is presented to the Fetal Infant Mortality Review (FIMR) team, which examines the services provided to the women and their families, leading up to fetal and/or infant death. High quality information is critical for accurately identifying issues and recommendations for improvement. The Incumbent represents Fetal Infant Mortality Review (FIMR) while out in the field and holds a great deal of responsibility to ensure the protection and confidentiality of the information gathered. Therefore, it is of utmost importance for the incumbent to demonstrate professionalism and have a full understanding of the authority and/or legislative parameters under which they operate.

    Essential Duties/Responsibilities:

    • Support the Indiana Fetal Infant Mortality Review (FIMR) mission to reduce fetal and infant mortality and improve maternal health outcomes in Indiana through collaboration and partnerships

    • Timely abstraction of all information from fetal death certificates, infant death certificates, medical and hospitalization records, autopsies and social service records on identified fetal and infant death cases (as directed).

    • Manage data collected for and used in the review of cases, both manually and electronically using a database.

    • Regularly update database with abstracted case information, interviews conducted (if applicable), priority needs identified and/or addressed, and action items.

    • Acts as technical consultant to the Indiana FIMR clarifying and interpreting all procedures, providing references and resolving disputed issues related to abstracted cases.

    • Ensure appropriate security and confidentiality of data.

    • Creates professional, confidential narratives for abstracted fetal and infant deaths.

    • Respectfully presents fetal and infant death narratives during Indiana FIMR triage and case review team meetings, answering clarifying questions and voicing the experience of the family for the purposes of review.

    • Works with FIMR coordinator to improve quality, accuracy, and timeliness of case narratives submitted to the review committee.

    • Supports the Fatality Review and Prevention Division’s fatality review processes including: MMR, Fetal-Infant Mortality Review, Child Fatality Review and Overdose Fatality Review.

    • Intentional collaboration with other review processes and health promotion programs, as high-quality services and systems improvements are implemented for Indiana women and families.

    • Coordination of family interviews

    • Informing the work of other maternal and infant health programs, including, but not limited to, Levels of Care, Alliance for Innovation in Maternal Health, OB Navigation, home-visiting, and hospital certifications.

    • Incorporate an awareness of health disparities, social determinants of health, and institutional racism in all records abstraction and fetal and infant death case presentation.

    Job Requirements:

    • Nursing experience in obstetrics, antenatal, and postpartum care - minimum of five years.

    • Demonstrated understanding of normal/abnormal processes of pregnancy, delivery, and postpartum and the wide spectrum of factors that can influence maternal and infant outcomes.

    • Demonstrated strong professional communication skills (phone, email, fax, verbal)

    • Strong organizational, problem-solving, and time management skills;

    • Strong interpersonal skills;

    • Strong verbal and writing skills;

    • Ability to communicate effectively with persons of differing cultural, ethnic, and racial backgrounds as well as cross sector organizations;

    • Ability to work independently and as part of a team;

    • Ability to manage multiple ongoing projects;

    • High level of initiative;

    • Computer skills, including data entry experience and ability to navigate a variety of electronic medical record systems

    • Experience in medical record review (peer review, FIMR, etc.)

    • Flexibility and ability to accomplish tasks in short time frames.

    • Demonstrated appreciation of the community

    • Knowledge of HIPAA and confidentiality laws

    • Ability to serve as an objective, unbiased storyteller; not looking to assign blame

    • Demonstrated understanding of social determinants contributing to fetal, infant, and maternal mortality and morbidity

    • Possessor of own automobile with valid insurance (where on-site abstraction is required)

    Difficulty of Work:

    Position involves driving to hospitals/medical facilities for case abstraction and travel to IDOH for case review team meetings.


    Responsibility:

    The Chief Nurse Consultant typically reviews and abstracts information from death certificates, birth certificates, fetal death certificates, medical and hospitalization records, autopsies and social service records, in an effort to collect relevant data into a case narrative. Contacting hospitals and arranging access to medical records for assigned cases may be the responsibility of the Chief Nurse Consultant and may be divided between incumbent(s) and the FIMR coordinator. The incumbent typically receives assigned cases from the program coordinator and then abstracts them within a specified time period. The abstractor is responsible for reviewing records from each hospital, filling out appropriate abstraction forms, writing a case narrative, and providing additional information on each case in FIMR database. While most records are found at area hospitals, the abstractor may be required to gather information from other types of facilities. The abstractor will typically attend review committee meetings.


    Personal Work Relationships:

    The Incumbent represents the Indiana FIMR Network while out in the field and holds a great deal of responsibility to ensure the protection and confidentiality of the information gathered. Therefore, it is of utmost importance for all medical record abstractors to demonstrate professionalism and have a full understanding of the authority and/or legislative parameters under which they operate. Cultivating intentional and ongoing relationships with all agencies providing medical and social records for the FIMR program, as well as those collaborating to improve pregnancy, infant, and maternal outcomes for Indiana families, will be critical.


    Physical Effort:

    Incumbent must have the ability to type on a computer, to communicate via telephone, and to sit and/or stand at a workstation for a 7.5-hour workday. Must be able to drive to medical facilities when on-site abstraction is required.


    Working Conditions:

    Incumbent will be fully remote, but the position also requires in-state travel with some overnight travel possible.
