    POSITION SUMMARY: The Chief of Police is responsible for the administration, direction, and coordination of all Law Enforcement Department activities and operation.  Work is performed with considerable independence from the structured patrol, investigation, and dispatch elements to provide operational decisions for Law Enforcement Services in “Indian Country” as outlined in Title 25 Code of Federal Regulations, Tribal Statutes, Title 18 USC, and Oklahoma Statutes.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Executes general and special assignments in the planning, administration, coordination, and review of departmental operations and activities.
    • Utilizes strong leadership, decision making, inter-personal, planning, organizational skills, and strong written and verbal communication skills.
    • Reviews and approves subordinate staff time sheets, travel, purchases and other programmatic financial documentation.
    • Completes the required monthly reports to the Tribal Administrator, Comanche Business Committee and the annual report for the Annual meeting.
    • Maintains a continuing review of the departmental policies and procedures and assist in the development, revision, and upgrade of procedures, rules and regulations affecting Law Enforcement Services and recommending to the Business Committee revisions or updates to the policies or procedures.
    • Reviews the activity reports of all elements, confers with commanding officers on difficult or unusual events requiring management decisions.
    • Manages all program grants, submits programmatic reports in a timely manner.
    • Pursuits grant opportunities for the department.
    • Communicates effectively both orally and in writing.
    • Supervises subordinate staff by completing performance evaluations, timesheets, interpret and explain policies, hire, discipline, terminate and counsel staff when necessary.
    • Maintains relationships with Comanche Nation departments, businesses and local community groups.
    • Creates, maintains and updates the program budgets when needed.
    • Ensures the development of staff to improve program services.
    • Restores order and maintains peace at tribal gatherings or in conflict situations.
    • Provides general information and assistance to the public.
    • Identifies, pursues, apprehends, detains, makes arrests, advises of rights, searches and transports suspects as needed.
    • Appears in Federal, State or Tribal Court to testify regarding arrests or other law enforcement activity.
    • Responds to radio communication or citizen requests to investigate reported disorders, observed violations, and related incidents.
    • Collects, preserves, and transports physical evidence.
    • Investigates crimes within jurisdictions, interviews witnesses, victims and suspects.
    • Oversees internal investigations involving Comanche Nation employees and/or elected officials.
    • Prepares crime and incident reports, prepares special reports as assigned.
    • Participates in community awareness programs to inform citizens of police functions, emergency preparedness, and crime prevention techniques.
    • Process and serves search and arrest warrants, as required.
    • Assists the Comanche Nation Tribal Court when needed.
    • Patrols jurisdictional areas by automobile, SUV, or on foot to prevent and detect criminal activity to enforce laws.
    • Investigates traffic accidents, when necessary, directs and controls traffic at the scene of an accident.
    • Represents the department at community events or during multi-departmental functions.
    • Receives and reviews complaints from the Assistant Chief of Police, reviews complaints from the public concerning policing activities.
    • Reviews and investigates reports from first line supervisors on officer performance issues, misconduct or insubordination of department personnel, serves as the final authority in disciplinary, misconduct and officer performance issues.
    • Cooperates with other agencies in the promoting of timely and effective Law Enforcement Service support in day-to-day operations, emergency operations and in natural disasters.
    • Ensures professional, effective and efficient uniformed police, criminal investigation, radio communication and dispatcher services provided for Comanche Nation utilizing accepted law enforcement techniques and practices.
    • Performs law enforcement duties within Comanche Nation Indian Country as defined in Title 18 United States Code Section 1152 to preserve the protection of life and property and the construction of lawful rights of citizens. Investigates, apprehends, arrests and detains under the authority of Title 25 CFR Criminal Statutes, Tribal, State and Federal Statutes
    • Other duties as assigned.

     

    REPORTS TO: Reports to the Tribal Administrator, responsible for the overall supervision of all department staff

     

    PHYSICAL DEMANDS: May be required to stand, sit, squat, or walk for long periods of time. 

     

    WORK ENVIRONMENT: Majority of work will be split between field work and office setting.

     

    QUALIFICATIONS:

    Mandatory Qualifications:

    • Must possess a High School diploma or GED equivalent.
    • Graduate from the Indian Police Academy or State Basic Police Academy.
    • No felony conviction.
    • Must possess a minimum of fifteen (15) years of work experience as an Officer within the Law Enforcement field.
    • Must possess a minimum of five (5) years of supervisory experience in the Law Enforcement field.
    • Possession of a valid driver’s license and be insurable under the Comanche Nations motor vehicle policy.
    • Familiar with BIA Law Enforcement Handbook.
    • Eyesight correctable to 20/20 and no disabilities affecting the performance of Law Enforcement Duties.
    • Must be able to pass all mental health and medical evaluations. 
    • Possess a CPR and first aid certification (receive within the first 60 days of employment)
    • Completion of OACP Police Chief/Command Staff training (as course becomes available)

    Desired Qualifications:

    • Extensive experience in Law Enforcement Services to include investigations, patrol and command staff experience.
    • Bachelor’s degree in criminal justice or related field preferred.
    • Experience working with 638 contracts and grant management experience.

    Desirable Knowledge, Abilities, and Skills:

    • Knowledgeable in the principles, methods, and procedures of Law Enforcement activities.
    • Knowledgeable in tribal agency rules and regulations.
    • Knowledgeable in the Comanche Nation Constitution, Comanche Nation Tribal Court Codes, 25 CFR Part 12, and 25 CFR Part 63 Indian Child Protection and Family Violence Prevention Act of 1990.
    • Knowledgeable in Tribal and Federal Court decisions, as they relate to Comanche Nation criminal and civil jurisdiction.
    • Knowledgeable in 40 Indian Affairs Manual, BIA Law Enforcement Services Handbook-3rd Edition (1/9/15), BIA Criminal Investigator Handbook, and the Indian Civil Rights Act, 25 USC 1301.
    • Experience working with budgets.
    • Capable of command of large-scale operations of personnel, resources, and finances to support police services.
    • Ability to foster and maintain professional working relationships with subordinates, supporting agencies, and tribal community.
    • Ability to analyze Reporting Data, Assistant Chief of Police recommendations for manpower and supporting equipment requirement needs.
