    Chief of Police External Application

    Position Summary:

    Under executive direction of the City Manager, performs highly responsible administrative and technical police work in the direction of all employees and the activities of the Police Department. Work involves responsible and efficient operation of the Police Department through control of its activities in preventing crime, protecting lives and property, and maintaining or restoring order. The employee must work with considerable independence in carrying out police functions. Work is reviewed through periodic reports and discussions and is measured by the results obtained.

    Essential Duties and Responsibilities: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

    • Establishes goals and objectives for the organization including the development of operational and fiscal plans to accomplish these goals and objectives.
    • Reviews the Police Department's policies and operating procedures as related to department functions and makes necessary changes for improvement. Develops and executes department policies and procedures.
    • Responsible for the selection, placement, promotion, training, development, safety, supervision, evaluation, and discipline of department personnel.
    • Represents the Police Department to the public through public addresses and meetings of various civic and service organizations. · Ensures the department's adherence to all federal, state, and local codes, statutes, and ordinances related to the organization's functions.
    • Formulates and prescribes work methods and procedures to be followed by department members.
    • Establishes standards of conduct for police officers and other department personnel; directs the selection and development of officers, including annual in-service training to ensure compliance with accreditation and criminal justice standards.
    • Responsible for the coordination of the department's efforts with those of other government and criminal justice agencies. · Responsible for budget preparation, control, and expenditures of departmental appropriations.
    • Responsible for tactical law enforcement decisions that directly affect the safety and security of life and property of the public.
    • Position is designated as Emergency and Essential by the City Manager.

    • Ability to effectively analyze and resolve operational, procedural, and personnel problems.
    • Ability to plan, prepare, and administer an annual department budget.
    • Ability to establish and maintain effective working relationships with staff, community organizations, other agencies, and the general public.
    • Skilled at making public presentations.
    • Must be an effective change agent driven to inspire and implement change with excellent customer service, leadership, and communication skills.
    • Ability to oversee emergency operations, providing support to the officers and community during and after a critical incident.
    • Ability to operate with a high degree of personal integrity and accountability.
    • Ability to plan, assign, instruct, supervise, and evaluate the work of subordinates.
    • Ability to analyze situations quickly and objectively to determine proper actions to be taken.

    • Ability and experience with recruitment and retention of Officers.

    Education and Experience:

    • Graduation from an accredited four-year college or university with a Bachelor's Degree in Criminal Justice or related field. Master’s degree in Criminal Justice or related field, preferred.
    • Ten (10) or more years of extensive progressive experience in police work including five (5) years experience as a command officer (Captain and above) in charge of a major division.
    • Graduate of an accredited Executive-level training program such as FDLE Senior Leadership, Southern Police Institute (SPI), or FBI National Academy.

    Certificates and Licenses:

    • Florida Law Enforcement Certification as authorized in Florida State Statute 943.13.
    • Valid Florida driver's license and able to be insured by the City’s current insurance provider.

    Supervisory Responsibilities:

    • Oversees Police Captains, Executive Assistants, and a combined workforce of civilian and noncivilian staff of approximately 33 employees.

    Residency Requirement:

    • Must meet department residency requirement within six (6) months of hire date, unless otherwise approved by the City Manager.

    Essential Physical Abilities: The nature of the job requires occasional hazardous duty and physical exertion under adverse conditions,

    • Must work shifts as assigned and occasional overtime.
    • Regularly required to use hands and fingers, handle, or feel objects, tools, or controls; reach with hands and arms; talk or hear; and taste or smell.
    • Frequently requires walking, running, standing, and sitting.
    • Occasionally required to climb or balance; and stoop, kneel, crouch, or crawl.
    • Occasionally lift and/or move more than 100 pounds.
    • Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

    Emergency Responsibilities:

    In the event of an emergency or disaster, employee will be required to respond promptly to duties and responsibilities as assigned by the employee’s department, Emergency Management, or City Administration. Such assignments may be before, during, or after the emergency/disaster.

    Benefits:

    The established salary range for the position is $110,000 to $118,000, depending upon the background and qualifications of the successful candidate, plus use of a city vehicle, city cell phone, and laptop or tablet.

    The successful candidate will also participate in the Florida Retirement System FRS.
