    Position Title: Anti-Human Trafficking and Child Exploitation Coordinator

    Reporting Relationship: HS/PRS Field Operations Manager

    Position Summary

    NYAP’s Anti-Human Trafficking and Child Exploitation Coordinator (Human Trafficking Coordinators-HTCs) works alongside care providers, HS/PRS case managers, caseworkers and other designated supervisory staff in identifying concerns for human trafficking, and ensuring continuity of services for unaccompanied children released from Office of Refugee Resettlement (ORR) care. HTCs directly assist child victims of human trafficking in connecting to services and linking children to local and National agencies or community partners for needed resources. HTCs must have expert knowledge and understanding of NYAP/ORR Policies and Procedures, the Interim Final Rule (IFR), the Flores Agreement as well as other applicable, and pertinent regulations and laws including the Trafficking Victim Protection Act (TVPA), and the Trafficking Victims Protection Reauthorization Act (TVPRA) of 2008 et.al. Additionally, HTCs must have knowledge and understanding of the HS/PRS process, possess knowledge of local community social services, National human trafficking partners and resources and working with immigrant populations, family preservation, kinship care, and general child welfare.

    RESPONSIBILITIES

    • Perform all work in a manner consistent with the National Youth Advocate Program’s Mission, Values and Philosophies.
    • Work alongside care providers, HS/PRS case managers, caseworkers and other designated supervisory staff in identifying concerns for human trafficking (HT), and ensuring continuity of services for unaccompanied children released from Office of Refugee Resettlement (ORR) care.
    • Refer, coordinate and link children released from ORR care to local, state, and National human trafficking agencies and resources.
    • Work with Child Advocates and Legal Service Providers (LSP) in supporting best interest recommendations and the well-being of the child(ren).
    • Ensure timely referrals to the Office on Trafficking in Persons (OTIP), complete follow-ups, eligibility letter benefits; and proper reporting and elevation to ORR of timely notifications of concern and reporting to other stakeholders per state and ORR guidelines. some of the specific benefit programs
    • Work with HS/PRS case managers and caseworkers in identifying services gaps and needs and the effective delivery of services to child victims of human trafficking.
    • Work alongside OTIP providers including supporting TVAP and Aspire Child and Youth Services Program, and URM program case managers.
    • Ensure excellence and best practices in case management documentation and completion of reports.
    • Actively establish working relationships with local, National and community-based organizations responsible for social services within a specific region and proposed area of operations.
    • Provide and foster a case management approach that adopts a collaborative process of assessment, planning, facilitation, care coordination, evaluation, and advocacy for options and services to meet the unaccompanied child and the sponsor's presenting needs.
    • Provide and ensure effective communication with staff, care providers, and ORR stakeholders.
    • Possess expert knowledge and understanding of NYAP/ORR Policies and Procedures, sex and labor trafficking, severe forms of human trafficking, mandatory TVPRA home study process, T-Visa process, OTIP referrals, services and benefits, OTIP eligibility letters, the Interim Final Rule (IFR), the Flores Agreement as well as other applicable, and pertinent regulations and laws including the Trafficking Victim Protection Act of 2000 (TVPA 2000), and the Trafficking Victims Protection Reauthorization Act (TVPRA) of 2008 et.al. Establish a respectful, supportive workplace environment that promotes NYAP’s values of caring for people, connecting communities and promoting peace while ensuring staff accountability and compliance.
    • Ensure the protection of a child’s Personal Identifiable Information (PII), and confidentiality of information.
    • Elevates any issues or concerns to NYAP leadership and ORR.
    • Perform other duties as assigned.

     


    MINIMUM QUALIFICATIONS

    • Bachelor’s degree in the behavioral sciences, human services or social services fields or a bachelor’s degree in other related fields and at least 3 years of progressive employment experience that demonstrates supervisory experience.
    • Knowledge of local and National community social services and agency partners, human trafficking agencies (local, state and National), resources for victims of human trafficking and working with immigrant populations.
    • Knowledge of social service and OTIP referral process and OTIP eligibility letter benefits.
    • Knowledgeable about family preservation, kinship care, and/or general child welfare.
    • Experience working with victims of human trafficking and identifying human trafficking concerns, preferred.
    • Prior experience with ORR HS/PRS, OTIP preferred.
    • Highly proficient in Spanish or have access to qualified interpreters.
    • Proficient in using the internet and related computer programs including ORR’s Official System of Record (also known as the UC Portal).
    • Pass a criminal history screen, including state and local child protection agency registries, and C/ANs check.
    • Willingness to work flexible and non-traditional hours in the service of persons served.

    PHYSICAL DEMANDS

    • Use of manual dexterity, tactile, visual, and audio acuity
    • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands.
    • Occasional lifting (up to 25 pounds), bending, pulling, and carrying.
    • Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
