    SUMMARY OF DUTIES

    Under the supervision of the Neighbor Island Administrator, the Program Director is responsible for providing the day-to-day management, oversight, staff supervision, planning coordination, monitoring, and direction of CFS Head Start classroom and home visiting programs. The Director will provide vision and leadership to staff while ensuring management functions are properly carried out in programs. These duties will be accomplished in accordance with the Head Start Program Performance Standards, Policies and Procedures, and State of Hawaii Licensing Requirements. The Director has operational responsibility for meeting all federal, state, and local grant requirements, rules, regulations, and program standards. In addition, the Program Director serves as the leader for their program option and supervises personnel employed within that programming and provides direct service backup as needed.

    EDUCATION AND TRAINING REQUIREMENTS

    • Four-Year College Degree from a school accredited by a recognized accrediting agency - general major. Requires basic strong knowledge of theories and practices of Early childhood Education/Development and Family/Social Services with focus on Infant Toddler development. Requires degree.

    EXPERIENCE

    • Over two years, up to and including four years.


    SPECIAL KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED

    Required Experience:

    • At least 12 months full time experience working with children under 36 months in a licensed group setting.
    • Experience in supervising program operations and direct service staff.
    • Experience with and knowledge of community resources for children and families.
    • Knowledge of IDEA process and services for children with special needs.
    • Experience in design and delivery of training.
    • Must have ECE background with PATCH registry for lead caregiver.

    Required Skills:

    • Intermediate to advanced computer skills
    • Ability to determine and prioritize demanding workload while being flexible to emergent/unplanned needs and situations independently.
    • Significant decision making and problem solving in many areas including the allocation of resources to program components, supervisory issues, scheduling, and provision of program services.
    • Ability to handle highly stressful and sensitive situations in a professional manner.
    • Ability to interpret and implement complex policies and regulations.
    • Ability to work independently and maintain professional boundaries and confidentiality.
    • Ability to exercise tact and discretion in all employee interactions.
    • Strong organization and time management skills, ability to meet tight deadlines.
    • Strong Leadership and coaching skills.
    • Strong communication skills.
    • Good written and verbal communication.
    • Ability to partner with other community programs and agencies to fulfill program requirements.
    • Ability to provide complex data analysis with accuracy.

    OTHER POSITION REQUIREMENTS

    • This job requires a valid Hawaii driver's license and a clear driver's abstract and continued employment may be contingent on maintaining a clear driver's abstract.
