Child Support Program Manager

  • This recruitment will establish an employment list to fill current and any future vacancies within the Department of Child Support Services.     Current vacancy is with the Department of Child Support Services (DCSS) located in Porterville. 
    Supervise, coordinate and direct child support programs including establishment and enforcement operations, customer service, complaint resolution, state hearings and quality assurance; plan, organize, and direct the work of staff involved in child support functions; define program plans and goals, and establish procedures to assure effective program administration; supervise implementation of current child support codes, laws, regulations; prepare, review and monitor the program budget; develop, implement, and interpret policies and procedures to maximize the efficiency and effectiveness of program operations; confer with Department attorneys in the application of federal, state, and local laws; resolve operational difficulties experienced by staff through discussions with appropriate departmental, County, State and Federal authorities; monitor the preparation of grant proposals and oversee their implementation and administration; assist with the organization and coordination of administrative activities of the Department; explain laws and case procedures to child support clients and handle complaints; may represent the department to other public organizations, on State and community committees, task forces and advisory boards; prepare a variety of memos, letters and reports; attend various meetings and conferences; supervise, train, and evaluate staff; participate in statistical and analytical studies; evaluate and identify organizational, budgetary and administrative problems and operations, and recommend improvements in methods and procedures; assist with the research, planning, and implementation of automated systems; confer with the State Department of Child Support Services regarding changes in child support procedures and regulations; establish and maintain effective working relationships with other departments, the courts, professional groups, and the public; conduct audits of client and employee case files.
    Education:  Graduation from an accredited college or university with major coursework in business administration or closely related area.

    Experience:  Four years of responsible fiscal, managerial, personnel or governmental administrative work, preferably in a child support setting.
     
    Knowledge of:  Federal, state and local laws and regulations pertaining to child support including parents rights and obligations; fiscal management and budget administration; principles and practices of supervision, training and evaluation; community resources and organizations; legal terms and documents commonly used in child support.
     
    Skill/Ability to: Plan, coordinate and direct the various functions of child support programs including establishment and enforcement operations, customer service, state hearings and quality assurance; analyze program needs and coordinate staffing, financial resources and service delivery; establish and maintain effective working relationships with departmental staff, governmental agencies, community organizations, and members of the general community; read, interpret and implement legislation and regulations concerning departmental programs; develop, interpret, and implement procedures and policies; write clear and accurate reports, proposals, and other documents; negotiate and resolve complaints or problems related to service delivery; evaluate information and formulate appropriate recommendations; communicate effectively both verbally and in writing to a variety of individuals and with representatives of governmental agencies; make presentations to various interest groups and governing bodies; supervise, train, and evaluate staff; read and understand child support laws and regulations sufficient to implement compliance procedures and policies; adapt to changes in work load and work environment.

    DESIREABLE EMPLOYMENT STANDARDS:  Knowledge of office automation systems applicable to department operations.

    License or Certificate:
    Possession, or ability to obtain, an appropriate, valid California Drivers’ License
