Civil Engineer designs and supervises construction projects such as airports, bridges, channels, dams, railroads, or roads. Reviews designs, tests and assesses materials, and performs necessary data collection and calculations in areas such as traffic forecasting, soil capacity, groundwater analysis, and structure design. Being a Civil Engineer responsibilities also include estimating costs, estimating personnel and material needs, preparing proposals, and establishing completion dates. May also assist in inspecting aging infrastructure or overseeing improvement projects. Additionally, Civil Engineer requires a bachelor's degree in engineering. May require a Professional Engineer License (PE). Typically reports to a manager or head of a unit/department. The Civil Engineer work is closely managed.   • Duties and Responsibilities:

    Design Implementation:

    • Conducts site observations and makes recommendations for needed field adjustments needed for a complete quality project.
    • Assists in the interpretation of design intent and project plans / specifications.

    Professional Design:

    • Assists in any or all aspects of programming, design, construction documents, cost estimating, budgeting, and construction observation for assigned projects.
    • Responsible for the technical credibility and quality of designed projects.
    • Provides professional stamp for in-house designs, studies, reports, and other professional documents as required and as permitted within scope of professional license.
    • Maintains clear and detailed correspondence and design documentation for all assigned projects.
    • Draft detailed dimensional drawings and design layouts for projects.
    • Ensures conformance to specifications.
    • Monitors production process and develops or recommends ways to increase efficiency. Assesses deficiencies in the system and recommends methods to correct the voids.

    Master Planning:

    • Prepares concept plans and infrastructure master plans.
    • Assists in development of long-range master plans.
    • Assists in maintaining a master plan and documentation of the project development.
    • Assists in preparing zoning documentation and submittals.
    • Prepares due-diligence, capacity studies for potential property acquisitions.

    Subdivision Design:

    • Prepares concept plans and preliminary grading for subdivisions.
    • Coordinates with surveyors the preliminary field staking of design and plat monumentation.
    • Prepares preliminary plats, development summaries, and county preliminary plat submittals.
    • Prepares site development constructions documents.
    • Prepares project cost estimates and budgets.

    Site Planning:

    • Prepares site plans and construction documentation for site development projects. Plans include layout, grading, utilities, details, and erosion control.
    • Assists in preparation of project cost estimates and budgets.

    Permitting:

    • Obtains for assigned projects necessary permits, approvals, and variances from local, state, and federal planning, environmental, and regulatory governmental agencies.
    • Develop strong, lasting relationships with permitting authorities.
    • Coordinates zoning amendments and subdivision plats with local agencies.

    Architectural Review Board:

    • As needed, reviews site plan submissions to Architectural Review Board for compliance ARB standards and best practices for site layout and grading.

    Environmental Resource Management:

    • Manages and maintains GIS master plan depicting existing development and environmental / cultural resources.
    • Reviews submissions to Architectural Review Board for potential impacts to environmental / cultural resources.
    • Reviews OLDC, OGC, and OMC development plans for potential impacts to environmental / cultural resources and recommends measures to protect resources.
    • Coordinates with Reynolds Owners Association (ROA) and Lake Oconee Village Property Owners Association (LOVPOA) management staff for monitoring and protecting environmental / cultural resources of property development.
    • Coordinates with ROA and LOVPOA management staff for inspecting and protecting environmental / cultural resources.
    • Coordinates archeologists in development of data recovery plans, preservation plans, and long-term management plans.

    Field:

    • Gathers field data via GPS, compile information for data base, and retrieve information as needed.
    • Coordinates with other departments (Development, Construction, Sales, etc…) in interpretation of design intent, review of field staking and adjustments, and other on-site investigations needed for design and implementation as needed.
    • Analyze proposed site factors and design maps, graphs, tracings, and diagrams to illustrate findings.

    Technical Support:

    • Recommends, purchases, and maintains specialized databases, equipment, and software as it specifically relates to the Planning Department.
    • Assists in the development of technical and filing standards and maintains files and documents in accordance with the established standards.

    General Office:

    • Responsible for managing time and resources to complete assigned projects in a timely and cost effective manner.
    • Maintains files and documents in accordance with the established standards.

     

    Qualifications/Skills/Experience/Education:

    • Bachelor’s degree in Civil Engineering.
    • Registered Civil Engineer in the State of Georgia or able to obtain registration.
    • Preferred minimum of 10 years of progressively responsible experience in master planning, site planning, subdivision design, and construction documentation.
    • High proficiency in MS Excel, MS Word, AutoCAD with experience in AutoCAD Civil3D.
    • Currently possessing, or willing to achieve, state NPDES “Qualified Personnel” Level II certification.
    • Understanding principles and demonstrated ability to preparation graphic presentation.
    • Ability to produce layout and grading plans and perform hydrologic studies for permitting and construction purposes.
    • Demonstrated ability to grade projects on hilly terrain.
    • Understanding of road layout and design.
    • Understanding of NPDES regulations, erosion control practices and permitting.
    • Good problem-solving skills.
    • Good attention to details.
    • Good grasp of mathematics.
    • Sense of urgency and ability to handle a variety of projects simultaneously.
    • Effective time management skills.
    • Understanding for the meaning and value of a deadline and possess a professional drive to fulfill deadlines.
    • Demonstrated leadership skills.
    • Ability to think creatively.
    • Ability to work as part of a team.
    • Good written, verbal and interpersonal communication skills.
    • Ability to adjust to changing situations.
    • Physical ability to field review undeveloped property.
    • Valid Georgia Driver’s license with a good driving record.
