Civil Engineer designs and supervises construction projects such as airports, bridges, channels, dams, railroads, or roads. Reviews designs, tests and assesses materials, and performs necessary data collection and calculations in areas such as traffic forecasting, soil capacity, groundwater analysis, and structure design. Being a Civil Engineer responsibilities also include estimating costs, estimating personnel and material needs, preparing proposals, and establishing completion dates. May also assist in inspecting aging infrastructure or overseeing improvement projects. Additionally, Civil Engineer requires a bachelor's degree in engineering. May require a Professional Engineer License (PE). Typically reports to a manager or head of a unit/department. The Civil Engineer work is closely managed.     This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

    Duties Description
    Employee Health Service (EHS) is responsible for medical examination services, including pre-employment, fitness-for-duty / return-to-work, and occupational health examinations, for all New York State departments and agencies. In addition, Health Service Nurses perform occupational health screening and immunization services throughout the State. This position will play an important role in helping to ensure the health and safety of employees throughout New York State agencies.
    The Medical Assistant duties in Employee Health Service (EHS) will include but are not limited to the following:
    • Conducting medical diagnostic tests using a variety of equipment, including blood pressure cuffs, vision machine(ortho-rater), hearing machine, electrocardiography (ECG)machine, and spirometer (pulmonary).
    • Calibrating and adjusting instruments and recording test results independently.
    • Phlebotomy experience is required.
    • Packaging of blood specimens including chain of custody for blood alcohol
    • Obtaining urine samples for drug testing, including a chain of custody forms.
    • Filing, copying, data entry and other clerical tasks.
    • At least 20 % travel to offsite locations throughout the State.
