Communicates with agents, claimants, and policy holders. Additionally, Claims Examiner, Sr. determines settlement according to organization practices and procedures. May require a bachelor's degree. Typically reports to a supervisor or manager. The Claims Examiner, Sr. occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     Taxpayer Account Administration (TAA) is a division of Revenue that administers many programs including forest excise tax, fish tax, cigarette and other tobacco products taxes, local sales tax, tax incentives, and reseller permits. Additionally, the division is responsible for the distribution of state and local taxes, ensuring compliance with the Uniform Unclaimed Property Act, and returning unclaimed property (UCP) to the rightful owners.     One ETE4 position will provide expert level support of the Apportionment, Renewable Energy, Surcharges, and Agreements (ARESA) team.
     
    Some of the duties of the ARESA ETE4 will include:
    • Acting as a resource for the division on rules, laws, and tax policy as it applies to the tax programs assigned to the ARESA team. 
    • Completing first-level theory and math review of desk examinations and incentive audits. 
    • Approving lower-level apportionment audit cases. 
    • Approving requests to cancel audits. 
    • Reviewing Administrative Review & Hearing responses and custom correspondence. 
    • Reviewing and approving renewable energy refund requests. 
    • Completing complex apportionment reconciliation audit cases. 
    • Running reports and reviewing data to identify program administration needs and respond to requests for data on programs. 
    • Analyzing and responding to legislative expenditure requests, analysis, and data. 
    • Assisting with legislative implementation. 
    • Drafting tax policy documents to solicit feedback from internal policy divisions. 
    • Assisting staff with telephone calls that need to be escalated. 
    • Reviewing tax reporting instructions issued by examiners. 

    Our other ETE4 will provide expert level support of the Cannabis, Tobacco, & Spirits (CaTS) and Forest teams.

    Some of the duties for the CaTS and Forest ETE4 will include: 
    • Acting as a resource for the division on rules, laws, and tax policy as it applies to the tax programs assigned to the CaTS and Forest teams. 
    • Completing first theory and math review of desk examinations and incentive audits 
    • Reviewing Administrative Review & Hearing responses and custom correspondence. 
    • Completing complex audit cases. 
    • Running reports and reviewing data to identify program administration needs and responding to data requests for team programs. 
    • Drafting tax policy documents to solicit feedback from internal policy divisions. 
    • Assisting staff with telephone calls that need to be escalated. 
    • Analyzing and responding to legislative expenditure requests, analysis, and data. 
    • Assisting with legislative implementation. 
    • Approving requests to cancel audits. 
    • Provide audit training to new examiners on the CaTS and Forest teams. 
    • Reviewing procedure updates for tax programs assigned to CaTS and Forest teams. 
    • Notifying staff on division ATLAS processes and system updates. 
    • Providing expert-level technical consultation to Department staff on procedures and capabilities of mission critical systems and/or operational standards, laws and rules, and tax liability. 
    Both of our ETE4's will also be expected to Work Core ATLAS work items to maintain ability to review accounts and make account adjustments. 

    Telework - This position has the flexibility to work remotely the majority of the time, however the duty station is in Tumwater, Washington and the successful candidate must agree to travel to the office for key scheduled meetings or as operational needs dictate.     Two years Department of Revenue experience at the senior or lead level in accounting, auditing, compliance, or tax administration, provided 12 semester (18 quarter) hours of accounting course work has been completed
     
    OR
     
    Three years of non-Department of Revenue experience at the senior or lead level in accounting, auditing, compliance, or tax administration, provided 12 semester (18 quarter) hours of accounting course work has been completed.

    • Ability to utilize court decisions and regulatory advisories applicable to taxpayers. Knowledge of laws, rules, policies, and procedures relative to the Department of Revenue.
    • Understands state tax structure, tax administration, program planning and scheduling.

    Working knowledge of technologies necessary to conduct the job functions, such as ATLAS, Microsoft Office applications, use of internet, bill tracking system, etc. will be essential in these roles.
