Client/Server Operations Supervisor supervises and provides work direction to mainframe and client server operations.   • The Des Moines Area Regional Transit Authority (DART) is seeking an Operations Supervisor to join our team. The Operations Supervisor is responsible for ensuring that DART’s Fixed Route and Mobility Services are provided seamlessly and in accordance with established policies, procedures and service standards. This includes monitor and evaluating bus operations, audit service and routes, supporting operator development, investigating accidents, incidents and disputes.

    Pay: $60,000-$64,000

    POSITION RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:

    • Monitor and evaluate Operators in the performance of their daily duties - coach and/or recommend additional training when needed.
    • Audit service, routes and road conditions for safety and compliance and recommend alternate routes or suggest service improvements as appropriate.
    • Ensure Agency standards of safety, courtesy and reliability are met or exceeded consistently through daily monitoring of transit operations.
    • Respond to constant changing needs of the Agency in relation to coverage of operations, sometimes on minimal notice; this may include, but is not limited to, equipment failures or malfunctions in the field, covering routes during breakdowns, dealing with problem passengers, keep advised of detours, weather conditions and related uncontrollable events that may impact passenger services.
    • Investigate accidents, incidents, disputes and disturbances as assigned, in accordance with policy, and in conjunction with involved authorities.
    • Coordinate problem resolution among operators, passengers, the public and/or law enforcement to resolve issues involving Agency employees, services and/or equipment.
    • Investigate customer complaints by interviewing complainant, operator and/or other parties involved, preparing documentation and recommending corrective action based on the findings, following up with concerned parties as appropriate.
    • Coordinate with Operations Management staff regarding incidents, accidents, policies, procedures, and customer complaints, including participation in potential disciplinary action for bus operators.
    • May perform duties of Dispatcher or Bus Operator during periods of emergency or staffing shortages.

    EDUCATION AND/OR EXPERIENCE:

    • Graduation from High School or G.E.D. equivalency
    • Possess (or be able to obtain) a valid Iowa CDL with Air Brake and Passenger endorsements.
    • A minimum of two (2) years bus driving experience that would provide a comprehensive understanding of the operating system including work rules, routing, fare structure and street geography OR
    • Two years of previous supervision experience in a transportation related operation

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of:

    • Knowledge of the Des Moines and surrounding area city streets, landmarks and related geography in the DART service areas
    • Knowledge of principles and methods of bus transportation services at DART
    • Knowledge of the Americans with Disabilities Act and its requirements as they pertain to the needs of the elderly and disabled.
    • Personal computers and current software programs for word processing, spreadsheets, presentations, email and databases at the advanced level of proficiency; as well as general knowledge of specialized software related to functional area; knowledge of Trapeze OPS, TransitMaster and Trapeze PASS preferred.

    Skills or Ability to:

    • Ability to provide leadership to establish and maintain effective, cooperative working relationships while communicating clearly and concisely to convey information to bus operators, persons within the general public (including those from culturally diverse backgrounds, the elderly, persons with disabilities and/or other populations) and other agency personnel via in person, radio and telephone communications.
    • Ability to make decisions and use sound judgment and effective problem solving while working with little supervision and in emergency situations.
    • Ability to interact with the general public in giving or receiving basic information by telephone or in person, while being able to accept criticism and deal with high stress situations in a calm demeanor.
    • Skill in the fair and consistent evaluation of personnel and resolution of problems encountered; as well as the ability to coach and educate a diverse audience, both internally and externally
    • Ability to write reports regarding service disruptions, incidents, accidents and operator performance/behavior in a timely manner, maintain files and follow up.
    • Ability to ensure agency regulations and policies are followed and applied consistently.

    Special requirements:

    • Class B Iowa Commercial Driver’s License with Passenger and Airbrake Endorsements
    • DOT Medical Certification must be maintained per the requirements of the DOT.
    • Open availability to work unusual hours, which may include early mornings, late evenings, weekends, holidays, split shifts.

    SUPERVISORY RESPONSIBILITY:

    This position has indirect responsibility over Fixed Route and Mobility Services bus operators in providing work direction and ensuring adherence to policy and safety

    PHYSICAL DEMANDS:

    On a normal workday, this position requires:

    • Prolonged periods of sitting, standing and/or walking
    • Prolonged periods of reaching, bending, stooping and other similar activity
    • Extensive use of hands, fingers and arms in operations requiring constant handling of paper documents, computing and entering data using a keyboard
    • Clarity of vision at 20 inches or less to read and enter numerical data.
    • The ability to hear normal verbal conversation with or without corrective devices to communicate with co-workers and customers.
    • The ability to speak and read the English language clearly and concisely.
    • Routine lifting of objects under 10 pounds; occasional lifting of objects up to 50 pounds.
    • This position involves moderate mental stress which is inherent in the provision of transit services.

    WORK ENVIRONMENT:

    Work is often performed outside, regularly exposed to disagreeable elements such as heat, cold, dampness, fumes, noise, etc., to operate a transit vehicle or investigate accidents and/or incidents; or inside of an Agency vehicle to conduct driver checks, route checks, etc. Must have flexibility to work unusual hours, which may include early mornings, late evenings, weekends, holidays, split shifts.
