  • POSITION SUMMARY:

    The Santa Clara Pueblo Behavior Health Department provides services to youth, adults and their families. The mission is to meet the therapeutic needs of the client in a safe and caring environment through teamwork and dedication whereby the client can remain or return to their own home or community and successfully attend school and/or work. This position provides a range of psychological assessment, diagnostic, therapeutic and/or case management services for program's clients. This position works with therapists, Program Director to implement and maintain the therapeutic model chosen. This position may provide practical training and guidance to paraprofessional staff or other project stakeholders, as needed. This position provides clinical supervision for therapists and all staff dealing directly with Behavioral Health clients. The Clinical Director will develop a structured therapeutic program with the support of the Director to insure culturally based services as it related to the requirements specific to each funding grant, contract, and agreement.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Conduct chemical dependency/ and or mental health assessments of all assigned individuals referred to the Behavioral Health Program and develops with the client, family and treatment team members the preliminary and comprehensive individual treatment plans, including problems, goals, objectives and interventions
    • Conducts individual counseling sessions weekly and as needed for each assigned client for the same objectives cited above; provides counseling for psychosocial and behavior problems associated with the chemical dependency.
    • Participates actively in cross-staff meetings as scheduled.
    • Provides consultation to Behavioral Health Department staff, medical, community programs and other staff as appropriate.
    • Provides culturally relevant clinical interview, case history, completes psychosocial history, assessment tools as necessary, mental health evaluation and/or observational techniques; evaluates data to identify causes of problems and to determine proper therapeutic approach.
    • Provides quality services for Clients and their families and supports therapeutic development within clinical team.
    • Works with the team to coordinate relative therapeutic activities and group education sessions, i.e. recovery groups and community education.
    • Participates in, leads, and/or coordinates training sessions and workshops to enhance treatment skills.
    • Provides crisis intervention, assessment, and consultation as needed, and may serve as emergency "on call".
    • Develops, signs and oversees with clinical staff that master treatment plans and progress notes are completed with program client and staff with every visit and insures that goals and objectives are clearly written, attainable, measurable and observable.
    • Coordinates with members of the team to insure that the master treatment plan is enhanced by the cultural mentorship plan and/or case management plan, as needed, in the treatment of substance abuse and mental health disorders.
    • Participates in review of clinical issues and program policies and procedures as appropriate; performs research and case assessments as needed to insure follow-through for clinical review, community education or other activity required.
    • Ensures that clinical protocols are established and routinely followed regarding issues such as crisis intervention, child abuse and neglect, elder abuse.
    • Provides supportive group staff supervision and documents the supervision sessions with recommendations and time frame for completion of tasks.
    • Works with the program staff to coordinate submission of information for third party billing and written treatment reviews and discharge summaries to continuing care/aftercare counselors and/or to courts as requested. Completes an Aftercare Plan prior to discharge.
    • Determination of appropriate therapeutic approaches or referral of patients in consultation with other professionals.
    • Performs other duties as assigned.

    KNOWLEDGE, SKILLS AND ABILITIES:

    • Knowledge of Tribal and department policies and procedures;
    • Knowledge of tribal, federal, and state laws and regulations related the area of projects;
    • Knowledge of theory and techniques in regards to fiscal, grant and budget preparation administration to include SCP policies pertinent to the expenditure of funds relative to the mission to include required SCP fiscal documentation;
    • Knowledge of time management and the effect on one's well-being and stress level;
    • Knowledge of the steps to effective conflict resolution;
    • Knowledge of problem solving techniques;
    • Knowledge of psychological test administration, scoring, and interpretation.
    • Interviewing and psychological/developmental evaluation skills.
    • Knowledge and understanding of clinical social work, mental health and substance abuse counseling principles, methods, procedures, and standards.
    • Knowledge of clinical operations and procedures;
    • Knowledge of State of New Mexico Medicaid billing; Knowledge of public mental health system and substance use disorder treatment principles, programs, methodologies, crisis intervention techniques, and best practices;
    • Knowledge of legal and ethical issues related to patients' right;
    • Knowledge of the provision of direct therapeutic mental health services and treatment planning as part of a therapeutic services team of professional and/or paraprofessional staff;
    • Skill in strong leadership, supervisory, negotiation, and interpersonal skills for restructuring priorities to meet changing goals or objectives;
    • Skill in writing letters and reports and filling out forms for routine operations;
    • Skill in collecting, grouping, organizing information;
    • Skill in building group consensus to meet objectives through give and take;
    • Ability to develop and present educational programs and/or workshops; ability to communication, present complex information, and work effectively with diverse stakeholders;
    • Ability to maintain emotional stability to cope with human suffering, emergencies, and other stresses;
    • Ability to work with other behavioral health professional providers, system administrators, and program clients;
    • Ability to provide support, goal directed clinical supervision with clinical staff to enhance program services and counselor skill development;
    • Ability to evaluate the progress or therapeutic programs and to make individual modifications;
    • Ability to develop new insights into situations in order to improve the situation, increase efficiencies, or to mitigate safety problems;
    • Ability to function as an effective team member to interact and communicate effectively with staff and tribal leadership and able to recognize changing conditions, develop alternative strategies and take appropriate action;
    • Ability to be decisive and use sound reasoning to arrive at a conclusion/decision and to recognize and correct unsafe practices and conditions;
    • Ability of effective listening, speaking, and writing skills;
    • Ability to perform computer skills such as word processing, software applications, advanced accounting software, email, internet and spreadsheets;
    • Ability to perform duties under stressful and adverse conditions, such as long work hours, and emergency situations;
    • Ability to read, analyze, and interpret complex documents, including policies and procedures;
    • Ability to develop and recommend reporting systems for monitoring budget, grant and contract development status;
    • Ability to deal with employees and community members regarding sensitive, confidential information;
    • Ability to handle multiple tasks, meet project deadlines and prioritize workload; and
    • Ability to set priorities and plan the sharing of limited resources needed for competing projects and analyze project performance relative to given objectives.

    MINIMUM QUALIFICATIONS:

    • Master's degree in Counseling, Psychology or Social Work; at least three years postgraduate experience in clinical practice with adults and families;
    • NM licensure as LPCC, LPC, LMHC, LMSW, LCSW, LMFT or equivalent level; experience with family and group therapy is highly desired;
    • Valid New Mexico Driver's License and insurable through the Tribe's insurance carrier;
    • Must not have any DUI/DWI convictions within the last five (5) years from any Tribal,State or Federal Court;
    • Must pass a background check successfully; and
    • Must pass a drug/alcohol screening.

    PHYSICAL/WORK ENVIROMENT:

    While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to stand and walk. The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee is frequently exposed to high, precarious places and outside weather conditions. The employee is occasionally exposed to moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals. The noise level in the work environment is usually moderate. Travel may be periodically required for training, meetings and presentations and incumbent may be required to work occasional nights and/or weekends.
