    Full Salary Range: The full salary range for this position is $82,300 to $151,700/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

    Department Marketing Statement:

    The mission of the Capital and Physical Planning Office is to assist the campus in
    maximizing the utilization of its existing physical facilities and acquiring the
    physical resources necessary to meet its instruction, research and public service
    goals. The Office oversees planning and funding for all capital development
    projects, including State and non-State major projects, minor projects, and
    deferred maintenance. The Office is also responsible for physical planning,
    environmental assessment, regulatory approvals, community planning, and long-range
    development planning.

    Brief Summary of Job Duties:

    Under general direction of the Associate Director of Capital Development, responsible for building space planning, programming and processing of all necessary campus and external project and funding approvals. This includes overseeing preparation of Business Case Analyses, Detailed Project Programs, other related facility studies, and preparing of Project Planning Guides. Responsible for processing Minor Capital Project approvals and Major Capital Project Approvals.


    Required Qualifications:

    • Bachelor's degree in related area and / or equivalent experience / training
    • Thorough working knowledge / skill in space planning, interior design, city planning, architecture, or other planning-related fields.
    • Strong analytical skills.
    • Strong written, verbal and interpersonal communication skills, including political acumen.
    • Strong organizational skills.
    • Thorough knowledge of the organization, including its architectural history, short and long range development plans, infrastructure and current, on-going and proposed design and construction plans.


    Preferred Qualifications:

    • 4-6 years Interior Design, City Planning, Architecture, or other planning-Related Field
    • Graphics programs such as AutoCAD, PageMaker, Visio

    Job Functions and Percentages of Time:

    • 40% Capital Planning - Assists Director and Associate Director managing pre-design phases of major ($1,000,000 ) capital development; independently manages pre-design phases of minor capital projects ranging in budget from $35,000 to $1,000,000 and major capital projects ranging in budget from $1,000,000 to $70,000,000; drafts projects' "scope of work" and contract documents; formulates terms of professional services agreements; analyzes fee proposals and negotiates professional fees for service; manages project budgets and accounts. Prepares analyses, space programs and plans to meet projected capital needs in support of the Long Range Development Plan. Includes working with Senior Campus Management and the Campus Planning Committee. Coordinates feasibility studies and detailed programming phases for new capital projects. Represents Capital Development in the screening process of architects and design professionals. Serves as an advisor to Building Committees and ad hoc committees. Oversees and coordinates consultant's deliverables including Detailed Project Programs (DPP) and feasibility studies. Prepares Business Case Analyses for capital projects; analyzes project alternatives and coordinates with the Financial Planning Analyst to conduct detailed cost analysis of alternatives in support of preferred project solutions. Provides staff support for preparation of the campus' annual 10-Year Capital Financial Plan (CFP) submittal to the UC Office of the President. Frequently advises and interacts with senior administration, faculty, staff and students on matters regarding campus facilities, space needs and capital planning.

    • 35% Space Planning - Provides technical expertise and advice regarding space utilization, alternative facility uses, and future space requirements; develops spreadsheets to forecast space needs for University facilities including instruction, research, academic, administrative and student life spaces; evaluates space standards. Drafts technical reports that identify problems and offer solutions; conducts facility planning and programming surveys. Provides space planning advice to campus administrators and Academic Senate leaders; Represents the campus at meetings and conferences involving University in matters related to building space planning, programming, funding, and utilization.

    • 10% Project Approvals & Process Management - Prepares documentation supporting the approval process for campus approvals, including minor capital projects ($35,000 to $1,000,000) and major capital projects over $1 Million. Prepares Certified Checklist and associated backup documents as necessary to process major capital project approval under the Chancellor's delegated authority for projects up to $70,000,000 utilizing non-State fund sources. Works closely with the Director, Associate Director, and Director of Real Estate to manage annual reporting on Private Activity in campus facilities financed with tax exempt funding vehicles. Drafts capital project staff reports (Items for Discussion and Action) for consideration by the Campus Planning Committee, and drafts Project Planning Guides (PPG) and Regents Items for project approvals. Interacts and coordinates with UC Office of the President on campus projects and submittals. Maintains ongoing dialogue with UCOP personnel to understand changing trends and directions with regards to particular capital projects. Reviews submissions for compliance with campus policies and for accuracy of information. Drafts summary statements for presentation to Chancellor or designate for project approvals.

    • 10% Project Database - Serves as primary campus user of the Office of the President Capital Project Database tracking the budget and schedule performance of all major capital projects. Utilizes database to maintain current status of all Capital Improvement Budget updates. Interfaces with personnel in Design & Construction Services to update status regarding project progress and budget status. Delivers monthly reports to the Director of Capital & Physical Planning, the Vice Chancellor - Chief Financial Officer, and other Senior Officers as appropriate.
