Clinical Facilities Planning Manager manages professional services for assigned projects concerning design, construction, development, or installation of hospital buildings and facilities. Oversees all aspects of construction including progress, timing, costs and contracts. Being a Clinical Facilities Planning Manager directs construction, equipment installation, renovation and redesigning projects. Works with hospital departments to ensure design changes, equipment specifications/substitutions, purchasing and accounting procedures are in alignment with business objectives. Additionally, Clinical Facilities Planning Manager develops and designs feasibility studies for review. May require a bachelor's degree. Typically reports to senior management. The Clinical Facilities Planning Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Description of Work Continued: Primary Purpose of the Position:
Reporting to the Vice Chancellor for Business and Finance and in collaboration with colleagues across the campus, the incumbent is responsible for the administrative leadership, management and oversight for the University's Facilities Management (FM) department. The scope of responsibility and span of control includes University functions associated with planning, design, construction, maintenance and operations of University facilities and supporting services, as well as real estate management, energy management, sustainability and motor fleet management. The incumbent also provides comprehensive leadership to ensure campus capital planning efforts and resulting projects support the University's strategic plan and academic mission. The position leads all efforts associated with stewardship of campus physical resources and is instrumental in the development of policies and processes that inform planning, development and operation of the built environment. The position is also responsible for equitable resource procurement and personnel management.
- Administrative Leadership & Oversight of the Facilities Management Planning & Construction (FMPC) Section of the FM Department (40%)
- Administrative Leadership & Oversight of the Facilities Management Operations & Maintenance (FMOM) Section of the FM Department (30%)
- Administrative Leadership & Oversight of the Facilities Management Budget & Administration (FMBA) Section of the FM Department (30%)
Minimum Education And Experience Requirements: - Bachelor's degree in planning, architecture, engineering, business management or a related field.
- Possession of active North Carolina engineer or architect license.
- Minimum of ten years of progressively responsible professional and administrative experience involving facilities development, planning, construction, space management, physical operations and maintenance programs.
- A demonstrated record of success in the area of program development, planning, implementation, and project management.
- Advanced knowledge of the methods, practices and procedures of facilities planning, construction and design; capital outlay and funding policies and practices as related to educational or public institutions; and fiscal management and budgetary preparation and control techniques.
- Knowledge of physical planning and space utilization standards and guidelines as pertaining to a University campus.
- A proven track record of successfully managing large and complex projects (over $40 million), on budget and on schedule.
- Knowledge of federal, state and local laws and regulations related to facilities.
Knowledge, Skills And Abilities: Preferred Qualifications: Preferred Qualifications:- Possession of an advanced degree in a related field.
- Familiarity with UNC System contract law and bidding policies, including the various project delivery methods used on UNC campuses; e.g., Design-Build, CM at-Risk, etc.
- Demonstrated leadership and management skills in an institutional environment utilizing a customer-oriented and service-centered approach.
- Supervisory experience required and experience in a public post-secondary educational institution is highly desirable.
