Clinical Facilities Planning Manager manages professional services for assigned projects concerning design, construction, development, or installation of hospital buildings and facilities. Oversees all aspects of construction including progress, timing, costs and contracts. Being a Clinical Facilities Planning Manager directs construction, equipment installation, renovation and redesigning projects. Works with hospital departments to ensure design changes, equipment specifications/substitutions, purchasing and accounting procedures are in alignment with business objectives. Additionally, Clinical Facilities Planning Manager develops and designs feasibility studies for review. May require a bachelor's degree. Typically reports to senior management. The Clinical Facilities Planning Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Clinical Facilities Planning Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Performs a variety of supervisory, administrative, and technical work in the current and long-range planning programs of the city related to the development and implementation of land use and related municipal plans and policies.


    SUPERVISION RECEIVED:

    Administration direction is received from the Director of City Services.  


    SUPERVISION EXERCISED:

    As directed by the Director of City Services.


    • Supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
    • Serves as a team leader in the development of short and long-range plans; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed.
    • Provides technical and professional advice; makes presentations to supervisors, boards, commissions, civic groups, and the general public.
    • Determines work procedures, prepares work schedules, and expedites workflow.
    • Maintains harmony among workers and resolves grievances.
    • Performs or assists subordinates in performing duties; adjusts errors and complaints.
    •  Prepares a variety of studies, reports, and related information for decision-making purposes.
    • Assists in the development and implementation of growth management, land use, economic development, utilities, housing, transportation, facilities, or other plans and codes to meet the City's needs and any inter-governmental agreements or requirements.
    • Evaluates land use proposals for conformity to established plans and ordinances; evaluates proposals' development impact as they relate to the adopted plans of the City and make recommendations.
    • Evaluates land use proposals to ensure compliance with applicable City, State or Federal laws.
    • Evaluates environmental information and recommends mitigation measures to reduce adverse impacts of development.
    • Assists city staff in the enforcement of local ordinances and in interpreting city codes and master plans.
    • Assists in designs for parks, streetscapes, landscapes, and other municipal projects. 
    • Serves when needed as a member of a planning task force composed of City, County, or State groups.
    • Prepares and writes grant application components relating to geographic's, maps, plats, site plans, etc.
    •  Develops and maintains a data base of information for planning purposes.
    • Responds to local citizens inquiring about city planning and zoning regulations and ordinances.
    • Coordinates and manages planning consultant contracts.
    • Coordinates, maintains, and monitors the establishment of effective operational systems, including the processing of land use entitlement applications, annexations, environmental reviews under CEQA and NEPA.

    PERIPHERAL DUTIES:

    • Perform related work as assigned.
    • May serve as a member of committees.

    ABILITY TO:

    • Have oral communication and interpersonal skills to explain rules and procedures clearly to the public. 
    • Creative problem-solving skills to gather relevant information to solve vaguely defined practical problems.
    • Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions. 
    • Ability to work on several projects or issues simultaneously. 
    • Ability to work independently or in a team environment as needed.

    Education and Experience:
    • Graduation from an accredited four-year college or university with a degree in land-use planning, urban planning, landscape architecture or a closely related field, and Four (4) years experience in municipal planning; or 
    • Any equivalent combination of education and experience, additional education substituting on a year for year basis for the required experience.

    Personal computer, including word processing; data base; motor vehicle; calculator; phone; copy machine; tape measure.

    The employee must occasionally lift and/or move up to 35 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
