  • The Massachusetts Department of Public Health (DPH) is seeking a Local Health Data System Specialist. This role plays an essential part in supporting the Office of Local and Regional Health (OLRH) in achieving the goals outlined in the Blueprint for Public Health Excellence.

    Working under the guidance of the Assistant Director of Data Systems, you serve as a subject matter expert responsible for communicating the unique and specialized needs of LPH directly to the developers to best utilize the data system.

    You will also strategize and inform training materials and oversee the training and support of LPH workforce. Your in-depth, firsthand knowledge of the local public health system are crucial as you address all population health subject matter (excluding environmental health) inclusion and integration as well as troubleshooting these components when needed to ensure the system is working as intended once fully developed and deployed.

    Working closely with EOHHS IT as they support OLRH in the build out and ongoing iterations of this system, you will support the development of the public health strategist and data functions within the local public health data solution.

    Your responsibilities extend beyond technical support, encompassing the standardization of processes to enable comprehensive data analysis, trend identification, and informed decision-making across the Commonwealth.

    You also support the evaluation process as the different iterations evolve so that it's a user-friendly experience by leading / designing the system architecture through a health and racial equity lens in alignment with DPH equity priorities.

    As a key liaison between LPH and IT, your role is integral in eliminating duplication of effort, enhancing system access, and fostering a supportive environment for LPH to navigate the evolving data landscape.

    The Local Health Data System Specialist will be part of the Office’s vision of implementing strategies that ensure the Office’s work, policies and programs are inclusive and equitable for all.

    The position must integrate health and racial equity principles throughout OLRH’s Performance Standards technical assistance at the state and local level to recognize and address the disparate health outcomes for marginalized populations.

    Duties and Responsibilities (these duties are a general summary and are not all inclusive) :

    • Oversee the accurate development of a data system to support LPH by clearly communicating the unique and specialized needs of LPH workforce to the developer.
    • Lead the development and informed design of operational procedures and system architecture as it relates to supporting local public health with the data system.
    • Work with Bureau of Environmental Health team to understand and improve functionality of reporting database, table structures, and data capture.
    • Collaborate with vendors and internal partners at DPH IT & EOHHS during development and iterative stages to represent business needs and ensure best practices and standards are met.
    • Work with EOHHS IT to determine post development system management and LPH system support plan including the development of a continuous quality improvement (CQI) process.
    • Perform gap analysis, troubleshoot and resolve data inconsistencies. Improve functionality throughout iterative process.

    Implement strategies to solve emerging issues in timely manner.

    • Lead development of the training / communication materials about the data system to inform LPH and partner groups of data system development, usage, and functionality.
    • Serve as programmatic liaison with contracted vendor responsible for OLRH data system management. Required Qualifications :
    • Extensive experience working with local public health departments.
    • Detail-oriented, highly organized, and able to exercise discretion in handling confidential health information.
    • Excellent communication, presentation, and organizational skills.
    • Ability to discuss complex topics in plain, easy to understand language.
    • Proficiency with MS Office including Outlook, Teams, Word, Excel, and PowerPoint.
    • Skilled knowledge of both macro- and micro- system dynamics and data trends, specifically the ability to recognize patterns / commonalities and the ability to understand when and where to escalate those identified problems and concerns.
    • Aptitude for working in a fast-paced and ever-evolving environment with a high level of scrutiny.
    • Proficient in working both independently and in a team-oriented, collaborative environment.
    • Master of functions of day-to-day operations at local public health work, specifically public health inspections and local public health policies and processes.
    • Knowledge of the principles and practices of project management, organizational development, and quality improvement. Preferred Qualifications :
    • Experience working within a racial equity frame, upstream approaches, and data to action principles.
    • Working knowledge of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines at the local public health level.
    • Knowledge of computer applications and data system collection programs.
