Clinical Nurse Specialist serves as a clinical expert providing teaching, mentoring, consulting, research, and systems improvement in a specific practice area or with a specific patient population. Coordinates and guides clinical activities/projects of nurses within a practice area. Being a Clinical Nurse Specialist collaborates with members of the health care team to design and implement safe, cost-effective, and evidence-based care strategies. May require a master's degree in nursing. Additionally, Clinical Nurse Specialist requires Registered Nurse (RN) License. Typically reports to a manager or head of a unit/department. The Clinical Nurse Specialist manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Clinical Nurse Specialist typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.     Core Functions:

    • Conduct comprehensive, holistic wellness and illness assessments as needed, including elements of context (disease, culture and age-related) using known or innovative evidence-based techniques, tools, and methods; synthesizes assessment data & draws conclusion about individual/aggregate patient problems with etiologies amenable to nursing interventions.
    • Assist in providing care for difficult and complex patient care issues
    • Collaborate with providers and team members to develop and implement an interdisciplinary plan of care for select patients.
    • Identify researchable patient issues/needs for clinical inquiry projects to describe clinical profiles, including etiologies of problems, needs for interventions, outcomes of current practice and costs.
    • Act as a clinical resource to staff nurses, assuring compliance with patient care standards and standards of research-based practice. Responsible to promote and support conducting quality improvement and research projects.
    • Evaluate effectiveness of nursing practices, multidisciplinary relationships and organizational policies in meeting and sustaining identified outcomes of care.

    Background/Expertise:

    • Master’s degree in Nursing with clinical specialty required –OR- will consider internal candidates (current Salem Health employees) who are currently enrolled in a qualified program.
    • Doctor of Nursing Practice (DNP) or PhD in Nursing preferred.
    • Minimum of four (4) years of clinical experience required.
    • Minimum of one (1) year of acute care RN experience required.
    • Current unencumbered license to practice nursing in the State of Oregon, or have the ability to obtain licensure prior to date of hire.
    • BLS issued by the AHA required
    • Must be able to meet qualifications for recognition as a Clinical Nurse Specialist in Oregon by the Oregon State Board of Nursing (OSBN).
    • National certification in nursing specialty and as a Clinical Nurse Specialist desirable.
    • NCC, C-EFM and C-ONQS certifications are preferred.
    • Neonatal Resuscitation Program (NRP) required within six (6) months of hire for positions dealing in neonatology.
