CLINICAL OUTCOMES MANAGER manages the collection and analysis of clinical outcomes data to develop clinical process improvement initiatives. Oversees staff who gather data on performance metrics and facilitates the review of clinical program effectiveness. Being a CLINICAL OUTCOMES MANAGER provides advanced analyses and reports on clinical outcomes data. Evaluates and summarizes patient data to ensure that care is provided in accordance with clinical guidelines and organizational standards.     Position: Area Manager, Clinical Engineering

    JOB SUMMARY:

    Functions as the primary contact between ISS Solutions' Clinical Engineering (CE) Operations, ISS Solutions' Clients and ISS Solutions' Upper Management within a given geographical area. Manage, direct and organize overall operations and distribution of resources i.e., staffing and outside vendor services for ISS Solutions' Clinical Engineering Services. Review, audit and participate in management activities, including assisting with budget preparation. Participate in the development of annual goals and objectives related to supporting the growth and development of ISS Solutions' Clinical Engineering Program and employees.

    MAJOR DUTIES AND RESPONSIBILITIES:

    ADMINISTRATIVE

    • Review profit and loss statements on a monthly basis, anticipate change and adjust operations as required to assure optimum technical and financial performance.
    • As appropriate, inform subordinate staff of operational and financial aspects of the clinical engineering services program performed at their work location(s).
    • Determine staffing levels to provide optimum equipment support services at assigned accounts and directs technical personnel based on maintenance workloads.
    • Ensure assigned biomedical staff have all available resources to perform their job functions.
    • Manager, educate and coordinate client interaction with on-line functions of ISS Solutions' computerized maintenance management system.
    • Review productivity and efficiency work data for all staff and identifies areas where improvements can be made to maximize staffing resources.
    • Recommend hiring, disciplinary and termination actions.
    • Meet with Site Coordinator/CE Supervisor to evaluate work completion data, work assignments, quality issues, new equipment inspections and other matters.
    • Meet periodically with client liaisons to assure quality of service is meeting client's expectations. Attends management meetings and participates in program development.
    • Participate in the ISS Solutions' budgeting process.
    • Initiate, review and prioritize capital equipment requests.
    • Initiate or approve requests for replacement parts, materials and vendor support in accordance with the ISS Solutions' assigned purchase authority level (PAL).
    • Directly oversee the status of equipment revisions/EDF's to client programs.
    • Conduct performance and salary reviews for direct staff and oversees reviews for staff subordinates.
    • Represent ISS Solutions' Clinical Engineering Management Programs to regulatory agency inspectors and/or the Joint Commission.
    • Assume active role in training needs for ISS Solutions' engineers and recommends arrangements as needed to obtain the necessary training, test equipment and tools required to advance professional knowledge and work performance of ISS Solutions' employees.
    • Responsible for arranging, coordinating and conducting new contract start-up operations and meetings, including specifying required test equipment.
    • Understand and comply with the Joint Commission and other applicable standards and regulations. Ensure the completion of scheduled and non-scheduled work to meet hospital and Joint Commission standards.
    • Maintain good, professional relationships with fellow workers, nursing and medical staff, vendors, manufacturers and the general public.
    • Able to travel as necessary to perform the duties required by this position.
    • Participate in meetings, seminars, training, workshops and conferences as required to advance professional knowledge and work performance.
    • Perform any and all tasks within his/her capabilities as may be required to help meet overall corporate objectives.

    TECHNICAL

    • Ability to perform technical level duties of at least a BMET II.
    • Ability to troubleshoot equipment problems to the modular level.
    • May be required to perform medical equipment repairs and inspections up to thirty percent (30%) of the time.

    SKILLS AND ABILITIES:

    The following performance expectations represent core competency requirements for the position of Area Manager, Clinical Engineering.

    • Thorough knowledge of patient care equipment and its' application.
    • Computer proficiency in current operating systems and MS Office software is required.
    • Judiciously apply current regulations, standards and codes.
    • Maintain knowledge of, and compliance with ISS Solutions' reporting system, policies and procedures.
    • Ability to evaluate maintenance cost data related to medical equipment service.
    • Ability to evaluate ISS Solutions' and vendor staff productivity and to ascertain quality of equipment support services provided by both.
    • Ability to write reports and make presentations on operational and administrative matters.
    • Maintain knowledge of, and compliance with ISS Solutions, and client mandated policies regarding workplace safety issues (infection control, fire safety, hazard communications HIPPA, etc.) in addition to personnel policies and procedures.
    • Must be able to lift a minimum of 40 lbs. to chest height unassisted and 60 lbs. assisted.
    • Must be willing and able to work with potentially harmful/irriating chemicals.
    • Must be able to read and write English and communicate effectively with hospital staff, vendors, manufacturers, and ISS Solutions' employees.
    • Demonstrate both effective time management and leadership skills.
    • Must have a reliable means of transportation and a valid driver's license.

    EDUCATION AND/OR EXPERIENCE:

    • Bachelor of Science degree in electronics, biomedical equipment technology or military equivalent.
    • Ten years or more in the biomedical/imaging service industry at least five of which must be in a supervisory capacity.
    • An equivalent combination of education and experience may be considered.

    WORKING CONDITIONS/PHYSICAL DEMANDS:

    • Generally good working conditions. Possible hazards include exposure to electrical shock, ionizing radiation, chemicals and chemical fumes, high-pressure air, infectious disease and various other hazards associated with biomedical engineering work. Safe work practices are required.
