    Main Purpose of Job

    The Office of Controlled Substances Administration (OCSA) is committed to ensuring the protection of public health and safety through enforcement of the Controlled Substances Act. The OCSA is the State Administration with the authority and mission to issue Controlled Dangerous Substance (CDS) Registrations to community healthcare providers, establishments, and researchers who meet registration requirements. Registrants are subject to OCSA inspections, to ensure compliance with the Act. Additionally, the Administration is responsible for developing and enforcing regulations and legislation that ensures healthcare practitioners, researchers, and establishments adhere to Criminal Law, Title 5 and COMAR 10.19.03, with a focus on the legitimate medical and scientific use of substances listed in the State and Federal Schedules of CDS. The Clinical Pharmacist position is a full performance level of work that is responsible for the regulatory inspections and investigations of the Office of Controlled Substances Administration (OCSA). This position participates in the Administration’s mission critical activities to protect the citizens of Maryland by conducting regulatory inspections and investigations of pharmacies and any CDS registrant that manufacturers, distributes, dispenses, prescribes, administers or conducts research with CDS. CDS registered establishments include, among others, opioid treatment programs (OTP), long term care (LTC) facilities and assisted living facilities (ALF). Authorized practitioners who prescribe CDS include physicians, dentists, veterinarians, nurse practitioners, physician assistants and podiatrists. Inspections are also conducted of authorized physicians, dentists and podiatrists, who are licensed by their respective professional boards to dispense prescription drugs. This position also conducts investigations of problematic CDS registrants who have been identified from regulatory inspections, from referrals to OCSA by local, State and Federal agencies and from consumer complaints, as possible prescribers and dispensers of CDS that may warrant enforcement action against their CDS registration. Additional mission critical activities include assisting in joint Federal-State investigations with U.S. Drug Enforcement Administration (DEA) and the U.S. Food and Drug Administration (FDA). This position also provides administrative support and expertise to the Enforcement Division’s Chief and the Administration’s Deputy Director.�The Clinical Pharmacist position will be required to travel for inspections.

    MINIMUM QUALIFICATIONS

    Education: Graduation from an accredited School of Pharmacy with a doctorate in Pharmacy (PharmD). Experience: One year of clinical pharmacy experience as a Registered Pharmacist. Notes: 1. Candidates may substitute four additional years of clinical experience as a Registered Pharmacist for the required education. 2. Candidates may apply experience gained during a formal residency program�to the required experience. 3. Candidates may substitute U.S. Armed Forces military service�experience as a commissioned officer in Pharmacist classifications�or Pharmacist specialty codes in the Pharmacist field of work on a�year-for-year basis for the required experience.

    SELECTIVE QUALIFICATIONS

    Candidate must possess a valid Maryland driver license.

    DESIRED OR PREFERRED QUALIFICATIONS

    The desired candidate should possess the following: - Knowledge of Maryland and Federal statutes, regulations and policies that regulate�the prescribing, dispensing, administering, distributing, and manufacturing of controlled dangerous substances (CDS) and prescription drugs. - Experience with current practices in the field of pharmacy and medicine, including pharmacology, pharmaceutics, pharmacognosy, toxicology�and clinical therapeutics. - Experience conducting inspections and investigations of OSCA registered practitioners, establishments, and researchers for compliance with State and Federal CDS statutes�and regulations (CDS and CDS prescribed and dispensed for non-legitimate medical purposes).

    LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Candidates for positions in this classification must possess a current license as a Registered Pharmacist from the Maryland State Board of Pharmacy, 4201 Patterson Avenue, Baltimore, Maryland 21215.
