Associate Superintendent for Research and Policy

    Note: Teachers dually certified in TESOL, Bilingual Education or ESL, with experience in Sheltered Instruction or fluency in a language other than English, will be given preference for all Stamford Public School positions.


    General Statement:

    The Associate Superintendent for Research and Policy is responsible for managing district-wide data, overseeing the research department as it relates to inputs and outputs for the purposes of state reporting and student accountability, evaluating programs, developing BOE policies based on state regulations and district needs, and coaching/mentoring/supervising Early Childhood and Elementary School principals.
     
    The Associate Superintendent for Research and Policy reports to the Superintendent.
     
     
    Major Responsibilities:
     
    1. Coach/Mentor/Supervise and Evaluate Principals
     
    1. Coaching and Mentoring/Supervising and Evaluating – Provide guidance and direction to and supervise and evaluate Early Childhood and Elementary principals in meeting district-wide and school goals.
     
    1. Communication – Work closely and communicate regularly as part of a highly collaborative executive leadership team to ensure cohesion among school buildings.
     
    1. School Improvement Planning and Monitoring – Development, progress monitoring and implementation of SIPs – establish and manage alignment of SIPs with District Goals and Objectives; ensure SIP use of district strategies; align stakeholders around strategic vision.
     
    1. District-Wide Data Management
     
    1. Develops Data Management System – Collaborates with Superintendent to develop a district-wide data sharing plan and dashboard linked to the district strategic plan and school improvement plans; ensures coordination and alignment across all district data management systems; oversees and manages student information systems (e.g., PowerSchool) and ensures that quality training on the SIS and administrative applications are provided. 
     
    1. Tracks Data – Ensures relevant student data is tracked and analyzed for reporting purposes, including attendance, discipline, and national and state summative assessment data (i.e, SBAC, SAT, PSAT, ACT); and oversees the management of student transcripts and records.
     
    1. Shares Data – Collaborates with Superintendent and Public Affairs Officer to identify relevant data to leverage to communicate district accomplishments with internal and external stakeholders; coordinates with Director of Enrichment and Supplemental Programming to provide necessary data for applications and collect data for and evaluate grant effectiveness.
     
    1. Oversees Research Staff – Trains and supports development of research analysts, office support specialists, and other administrative support staff to build capacity of research department in data management and analysis.
     
    1. Program Evaluation and Policy Development
     
    1. Conducts Program Evaluation – Analyzes and evaluates district programs and district-level data trends; collects, organizes, and maintains district data related to district strategic plan; participates in the development and collection of data related to School Improvement Plans;  designs and conducts longitudinal studies based on district priorities; and administers school climate and culture surveys.
     
    1. Develops Reports – Ensures development of timely, high-quality reports for schools, Board of Education, Cradle to Career, CT Department of Education, and federal requirements, including, but not limited to, quarterly updates on district strategic plan, Department of Justice Annual Report, State and US Department of Education Reports, Strategic School Reports for CSDE, and state and benchmark testing; responds to data requests from schools, BOE, and others.
     
    1. Policy Development – Work in conjunction with Attorneys to develop, revise, or update Board of Education Policies.  Serve as the Staff Liaison to the Board of Education Policy committee.
     
    1. District Data Team
     
    1. Leads District Data Team (DDT) – Develops and communicates District Data Team (DDT) agendas; coordinates and leads meetings; prepares and presents data for DDT; communicates with and provides training for participants.
     
    1. Other Duties
     
    1. Coordinate with and respond to Board of Education, City Departments and City Boards – Engineering Department, Risk Management Department, IT Department, Controller’s Office, Planning Board, Board of Finance, and other Boards as needed.
     
    1. Collaborate with other Associate Superintendents, department heads, principals, etc.
     
    1. Develop, in collaboration with Directors and Coordinators, coherent and efficient district wide budget for Research and Policy.
     
    1. Engage directly in matters of personnel and human resources.
     
    1. Recommend positions for addition and elimination as part of budgetary process.
     
    1. Participate in recruitment, hiring and staffing decisions for principals and other staff that yields high quality staff.
     
    1. Provide input to the Superintendent in preparation for collective bargaining negotiations with certified employees on behalf of the District.
     
    1. Coordinate with State and Federal organizations as needed.
     
    1. Represent the Superintendent of Schools as needed.
     
    1. Perform additional duties as assigned.

    • Knowledge of and/or demonstrate the ability to learn and implement Operating Systems (i.e. Windows); Office suites (i.e. Microsoft Office, Google Docs); Presentation Software (i.e. PowerPoint, Keynote); Spreadsheets (i.e. Excel, Google Spreadsheets); Communication and Collaboration tools (i.e. Skype); Accounting Software (i.e. QuickBooks); Student Information Systems (i.e. Naviance, PowerSchool); or any other technology deemed relevant for this position.
     
    Qualifications:
    • CT CSDE Intermediate Administration or Supervision certification (092) or eligibility.
    • A minimum of five (5) years experience in educational leadership position
    • Minimum of three (3) years of experience as a school principal.
    • Demonstrated record of achievement in an urban school district and up-to-date familiarity with developments and trends in teaching and learning
    • Demonstrated experience and expertise in Stamford Public Schools’ strategic focus areas.
    • Superior communication skills (oral and written)
    • High standards of ethics, honesty and integrity
    • Organizational and leadership experience including data analysis, decision-making, experience in professional development, and grant management
    • Budget management expertise
    • Such alternatives to the above qualifications as the Superintendent and/or Stamford Board of Education may find appropriate.
     
    Work Year:
    12 months in keeping with contracts for executive management personnel
