Collateral Appraiser conducts commercial real estate appraisals and property ratings to establish the market value generally used for investment guidance, lending, insurance, or other purposes. Follows standard processes for conducting and documenting on-site property inspections. Being an Collateral Appraiser performs data collection and research on building permits, prior assessments, and relevant market and economic conditions that impact property value. Reviews building plans and specifications and investigates the quality of the construction, the overall condition of the property, and the surrounding location. Additionally, Collateral Appraiser uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (MAI) or similar designation. Requires a State Appraiser License. Typically reports to a manager. The Collateral Appraiser occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.   • This position is responsible for appraising and assessing all personal property within Muscogee County in order to establish a tax digest. An incumbent in this position may be designated “Appraiser II – Personal Property” or “Appraiser III – Personal Property.”

    • Assists in processing all personal property tax reporting forms filed by taxpayers to determine the proper valuation and accuracy for the county tax digest.
    • Responds to taxpayer questions and concerns.
    • Maintains aircraft files; reviews the FAA Web site and airport hanger lists for discovery of new accounts or changes in ownership.
    • Processes mid-year heavy equipment purchases.
    • Reviews and settles taxpayer appeals.
    • Prepares cases to be passed to the Board of Equalization.
    • Assists the Division Chief in training.
    • Reviews applicable changes in state tax codes and the Appraisal Procedure Manual; attends classes for state Department of Revenue certification.
    • Conducts on-site field reviews of accounts appealed by taxpayers.
    • Enters data for new accounts.
    • Appraises personal property using financial records, inspections, and valuation guides.
    • Conducts audits of personal property accounts.
    • Prepares weekly logs for the Board of Assessors meetings.
    • Assists taxpayers with filing personal property reports.
    • Assists in the preparation of the personal property tax digest.
    • Maintains personal property tax records and files.
    • Performs other related duties as assigned.
    • Knowledge of department policies and procedures.
    • Knowledge of office administration practices and procedures, such as letter writing and the operation of standard office equipment.
    • Knowledge of auditing, cost accounting principles, and the assignment of fair market values.
    • Knowledge of the geography of the city.
    • Knowledge of appraisal techniques.
    • Skill in calculating taxes, performing assessments, and processing appeals.
    • Skill in interpersonal relations.
    • Skill in using computers and various software programs.
    • Skill in oral and written communication.
    Knowledge and level of competency commonly associated with the completion of specialized training in the occupational field, in addition to basic skills typically associated with a high school education. Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years. Ability to meet necessary requirements of Appraiser (#) as mandated by the Georgia Department of Revenue. Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.

    The work is typically performed while sitting at a desk or table with intermittent standing, stooping. The employee must occasionally lift light objects, use tools or equipment requiring a high degree of dexterity, and distinguish between shades of color.

    • Repetitive Motion – substantial movements of wrists, hands, fingers.
    • Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely.

    The work is typically performed in an office, library, computer room, or outdoors where the employee may be exposed to cold or inclement weather, noise, machinery with moving parts, contagious or infectious diseases, or irritating chemicals.
