Collateral Appraiser conducts commercial real estate appraisals and property ratings to establish the market value generally used for investment guidance, lending, insurance, or other purposes. Follows standard processes for conducting and documenting on-site property inspections. Being an Collateral Appraiser performs data collection and research on building permits, prior assessments, and relevant market and economic conditions that impact property value. Reviews building plans and specifications and investigates the quality of the construction, the overall condition of the property, and the surrounding location. Additionally, Collateral Appraiser uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (MAI) or similar designation. Requires a State Appraiser License. Typically reports to a manager. The Collateral Appraiser occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.   • Duties

    As a Digital Collateral Management Information Specialist, you will:

    • Help to implement key program objectives and milestones, as well as methods to track and report program results. Ensure overall planning and execution of program operations and tasks to fulfill objectives.
    • Serve as a liaison to external industry groups that draft and create new policies around Digital Collateral to provide GNMA input into policy development and to report policy developments back to Digital Collateral Team.
    • Act as liaison with Mortgage Electronic Registration Systems Inc. (MERS) to ensure Issuers are properly integrated into the MERS system and that MERS understands GNMA policy needs and perspectives on developments in the MERS system.
    • Assist with the management of Ginnie Mae's eVault. Perform daily functions in Evault to ensure smooth flow of transactions, run reports for benefit of management review, and interface with business partners or eVault provider to communicate business requirements and resolve eNote delivery and retrieval issues as they arise.
    • Research and stay apprised of current market trends and insights related to digital mortgages, including state adoption of Remote Online Notarization (RON), digital mortgage technology changes, and other standards and regulations related to digital mortgages.

    Qualifications

    You must meet the following requirements by the closing date of this announcement.

    Specialized Experience:

    Specialized Experience for the GS-14 level: you must have one year of specialized experience equivalent to the GS-13 grade level in the Federal service, or equivalent, that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:

    Advising, consulting, or managing an eVault in relation to a digital collateral eMortgage program.

    Examples of this experience may include:
    • Experience in planning, organizing, and directing digital collateral related work studies; OR
    • Comprehensive involvement with developing or integrating an eVault into a line of business, related to the administration of a Digital Collateral Program; OR
    • Experience with technical and business data of a Mortgage industry standards maintenance organization (MISMO), Extensible markup language (XML), eVault transactions, appraisal file, mortgage-backed securities (MBS), and electronic Mortgage Community and researching loans, preparation of releases, and transfers of liens on all types of collateral.

    Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
