Collateral Appraiser conducts commercial real estate appraisals and property ratings to establish the market value generally used for investment guidance, lending, insurance, or other purposes. Follows standard processes for conducting and documenting on-site property inspections. Being an Collateral Appraiser performs data collection and research on building permits, prior assessments, and relevant market and economic conditions that impact property value. Reviews building plans and specifications and investigates the quality of the construction, the overall condition of the property, and the surrounding location. Additionally, Collateral Appraiser uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (MAI) or similar designation. Requires a State Appraiser License. Typically reports to a manager. The Collateral Appraiser occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     The Fresno County Assessor-Recorder's Office is currently offering an exciting opportunity for dynamic, motivated professionals interested in pursuing a challenging and rewarding career path as an Appraiser I.

    Appraisers are primarily oriented to real property appraisals for assessment purposes. Assignments include appraisals of land parcels, dwellings, and other building structures.

    As a condition of employment candidates may undergo a thorough and detailed personal background investigation. These investigations may include consumer credit history as well as arrest/criminal records. This list is neither inclusive nor exclusive; other relevant areas may be investigated and verified. Background materials for failed candidates are retained for three years.

    Please note: The eligible list established from this recruitment may be used to fill both extra-help and permanently allocated positions. Individuals selected for extra-help appointment may be transitioned to a permanently allocated position at a later date as authorized by the Fresno County Personnel Rules.

    Positions in this classification are in Medical Group II - Moderate Physical Activity (Personnel Rule 8). This group includes positions which require moderate physical effort using arms, legs, back, and trunk in frequent lifting, pushing, or pulling of objects weighing (or offering resistance equivalent to) 10-25 pounds, and occasionally over 25 pounds. Generally, bending, stooping, squatting, twisting, reaching, as well as standing and walking are involved.

    Minimum Qualifications

    Education: Possession of a bachelor's degree that is acceptable within the United States' accredited college or university system.

    License: Possession of a valid Class "C" driver's license, or equivalent.

    Certificate: Possession of a valid Appraiser Certificate issued by the State Board of Equalization (must be obtained prior to completion of the probationary period).

    SELECTION PROCESS:

    Depending upon the number of applicants meeting the minimum qualifications and filing requirements, applicants may be scheduled for the process listed below:

    • Certify Without Examination - In instances where the number of eligible candidates is less than or equal to the number of qualified applicants the Department is entitled to receive under Personnel Rule 4212, the competitive examination process will be waived and the names will be certified without an examination.
    • Online Examination - If required, the examination will be offered in an online format. Please indicate on the supplemental questionnaire if you have the ability to complete an online examination.

    Successful candidates will be placed on an employment list, effective for a minimum of 3 months (may be extended up to an additional 12 months), and certified in final rank order as vacancies occur.
