Collateral Appraiser conducts commercial real estate appraisals and property ratings to establish the market value generally used for investment guidance, lending, insurance, or other purposes. Follows standard processes for conducting and documenting on-site property inspections. Being an Collateral Appraiser performs data collection and research on building permits, prior assessments, and relevant market and economic conditions that impact property value. Reviews building plans and specifications and investigates the quality of the construction, the overall condition of the property, and the surrounding location. Additionally, Collateral Appraiser uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (MAI) or similar designation. Requires a State Appraiser License. Typically reports to a manager. The Collateral Appraiser occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function. Rural Property Appraiser

  • The Marion County Assessor’s Office is seeking a full-time appraiser to join the Rural Team. As a rural appraiser you will have the opportunity to work independently, outdoors, completing physical inspections of land and residences, and gathering property details. You will also work collaboratively with the rural team in the office performing computer assisted research on individual properties as well as on a broad scale to determine how the values fit in with other properties throughout the county. You will work closely with Marion County residents to obtain information as well as to educate them on the mass appraisal process and the laws that govern property taxes.     Typical Duties - Duties include, but are not limited to the following

    • Appraises rural properties for tax assessment purposes.
    • Inspects buildings and improvements to obtain basic data for use in determining correct values.
    • Lists personal property subject to taxation; determines appraised values and calculates assessed values.
    • Classifies farmland by location, topography, soil productivity and other pertinent factors.
    • Computes reproduction costs and applies obsolescence or depreciation factors as necessary in determining market values of buildings and structures.
    • Gathers and evaluates sales data for the purpose of deter-mining trends and averages as indicators of value.
    • Answers inquiries of the public relative to assessment values and pertinent appraisals.
    • Prepares reports on appraisals and evaluations made.
    • Will defend appraisals at the Oregon State Department of Revenue hearings and lower appeal bodies.
    • May be required to work out of class, for short periods, to develop supervisory skills necessary for promotion.
    • Perform other duties as assigned.

    Requirements for the Position

    EXPERIENCE AND TRAINING

    • Associate degree in property appraisal or real estate; OR
    • Bachelor's degree in business, forestry, economics, agriculture, mathematics or a related field; AND
    • Two years of experience in real or personal property appraisal; OR
    • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

    SPECIAL REQUIREMENTS
    • Must be a qualified registered appraiser in the State of Oregon, pursuant to the provisions of ORS 308.010. Must provide with job application a copy of the Registered Appraiser certificate issued by the Oregon Department of Administrative Services.
    • Be eligible to take the Registered Appraiser exam at time of hire based on one of the following criteria, and pass that exam within 6 months of hire:
      • Have an associate in science degree (or higher) in property appraisal, real estate technology, building construction/inspection technology, engineering or forestry technology, business administration, or a related field; OR
      • Possess any combination of experience or education equivalent to two years in a field that would demonstrate the capacity to work as a property appraiser. Examples include; property appraisal, public or business administration, real estate, finance, civil engineering, urban planning; OR
      • Have previously completed an Oregon Department of Revenue approved appraisal training program or county approved appraisal training program.
    • Must pass a criminal history background investigation; however, conviction of a crime may not necessarily disqualify an individual for this classification.
    • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for selected applicants from Driver and Motor Vehicle Services.
    • Required to use personal vehicle for business use.
    • Must possess and maintain proof of personal automobile liability insurance at a minimum in the amount required by Oregon Law [ORS Chapter 806].
    • Must adhere to Oregon Department of Revenue Administrative Rules 150-308.010-(A) which states
      • "(a) Registered appraisers are required to successfully complete 30 credits approved education every two years. Continuing education requirements shall apply to any registered appraiser whether or not currently employed by state or local government."
      • "(b) Registered appraisers with less than three years of appraisal experience with either the Department of Revenue or county Assessor's Office, or a combination of the two, must complete 60 credits of training within the first two calendar years following their registration."
    • Final candidates will be required to participate in a practical examination to assess job skills. Selected applicants will be contacted for an appointment to participate in the assessment.
    • This assignment is represented by a union.
    • This is a full-time position, which is eligible for overtime.
    • Typical Schedule: Monday - Friday, 8:00 a.m. - 5:00 p.m. May occasionally be required to work beyond the normal work schedule, depending upon the needs of the department.

    KNOWLEDGE, SKILLS, AND ABILITIES
    Considerable knowledge of principles of property appraising; read and use recorded instruments such as: deeds, mortgages, and contracts; ability to gather and record accurate information for appraisals.
    Ability to make clear and concise reports and recommendations relating to appraisals and other activities; establish and maintain harmonious working relationships with other employees and the general public; effectively communicate with co-workers and management; must demonstrate a conscientious effort towards self-improvement.

    PHYSICAL REQUIREMENTS
    Operates a motor vehicle and maintains an acceptable driving history; sees using depth perception; stands; sits; moves about the work area; bends forward; stoops; climbs 1 flight of stairs; turns neck 90 degrees in either direction; twists at waist 90 degrees in either direction; walks; reaches overhead; lifts and carries up to 20 lbs. for up to 300 feet; pushes/pulls file drawers weighing 35 lbs.; operates a keyboard; uses rapid mental/eye/hand coordination; speaks clearly and audibly; reads an 8 pt. font; distinguishes shades of color; hears a normal speech level; works in areas exposed to all weather conditions; may be exposed to blood/body fluids. Daily or frequent exposure to common chemical elements such as those found in fabrics, carpeting, building materials, paints, solvents, finishes, fragrances, perfumes, toiletries, cleaning supplies, office supplies (including toner), animals or animal dander, and other organic or synthetic materials or compounds which may produce an allergic reaction in people with chemical sensitivities.
