Collateral Appraiser conducts commercial real estate appraisals and property ratings to establish the market value generally used for investment guidance, lending, insurance, or other purposes. Follows standard processes for conducting and documenting on-site property inspections. Being an Collateral Appraiser performs data collection and research on building permits, prior assessments, and relevant market and economic conditions that impact property value. Reviews building plans and specifications and investigates the quality of the construction, the overall condition of the property, and the surrounding location. Additionally, Collateral Appraiser uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (MAI) or similar designation. Requires a State Appraiser License. Typically reports to a manager. Job Summary :
The Property Appraiser 4 conducts the most complex appraisals of centrally valued properties (CVP)( e.g., electric generation, transmission, distribution, renewable energy properties, mines, railroads, pipelines, telecommunications properties, airline flight property, among others), utilizing methods and techniques that comply with Arizona Revised Statutes, standard appraisal methods / techniques, and guidelines and rules of the Arizona Department of Revenue, to produce equitable valuations and uniform allocations of those values for property tax purposes.
May be called upon to review, discuss and defend values in informal taxpayer conferences, before both judicial and administrative bodies and formally represent valuations on behalf of the Department and the State.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Minimum of three years previous property appraisal, accounting, and / or financial analytics experience, to include a minimum of two years of commercial property appraisal experience
Licenses & Certifications
Successful completion of the DOR intermediate appraisal certification program or ability to successfully complete the program within three years after the hire date.
Ability to attend and successfully complete WSATA Courses 100 and 102 within 4 years of hire date.
