    EXPECTATIONS AND NATURE OF THE POSITION

    The Associate Vice President of Human Resources is the Chief Human Resources Officer (CHRO) for the College, a member of the Presidents Cabinet, and is ultimately responsible for planning, developing, implementing, and assessing strategic human resources activities in support of the overall institutional goals and objectives of the College. This position is responsible for the oversight of the Colleges regulatory compliance on HR-related matters, employee recruitment and hiring, performance management, human resources development and training, compensation and benefit programs, HR information and records management, and employee relations, ensuring quality HR service and support and continuous process improvement through effective management of an HR team.

    It is expected that this individual will accomplish assigned duties in an efficient, effective and competent manner and strive for improvement and excellence in all work performed. Additionally, this individual must understand the comprehensive role of the community college and cooperate and work harmoniously with College personnel and the public. This individual will follow all College policies, rules, regulations and guidelines as they relate to this position.

    PRIMARY DUTIES AND RESPONSIBILITIES FOR WHICH THIS INDIVIDUAL IS ACCOUNTABLE

    • Oversees all areas of Human Resources and represents the President in his/her absence as assigned.
    • Serves as a member of the Presidents Cabinet.
    • Serves as Facilitator for various shared governance groups as assigned.
    • Oversees the Colleges compliance with applicable Federal and State employment laws as well as internal Human Resources policies.
    • Administers the Colleges classification and compensation program and addresses employees questions and concerns.
    • Administers the Colleges performance appraisal system for personnel.
    • Administers the Colleges employee recruitment and selection process.
    • Administers the Colleges fringe benefit program.
    • Administers College-wide employee training and development, including, but not limited to, the NEOED Learn module upon implementation, the SHRM People Manager Qualification program, and through other means. Participates in the creation, implementation, oversight, and monitoring of training programs.
    • Serves as the Colleges EEO Officer.
    • Coordinates the Colleges new employee orientation program.
    • Administers the Colleges employee grievance procedures.
    • Develops and revises Human Resources Policies, Procedures and Administrative Regulations for approval.
    • Serves as the Colleges ADA Coordinator for Employees.
    • Serves as the Colleges Title IX Deputy Coordinator for Employees.
    • Ensures Human Resources records are properly maintained.
    • Supervises Human Resources team members and delegates duties as deemed appropriate.
    • Conducts investigations and responses to complaints, which may include complaints under Title IX, Title VII, ADA, and all other Federal and State regulations. Collects and analyzes data, writes comprehensive reports, and maintains files and records confidentially.
    • Performs other Human Resources duties as needed or assigned.
    • Assists the College in legal, policy and legislative issues.
    • Represents the College for state level activities involving Human Resources officers, Data Governance Group, and other relevant organizations.
    • Is knowledgeable of, and understands the Wyoming Community College Commission funding formula for community colleges as it relates to salaries, benefits and state-wide equity.
    • Assists the Vice President for Administrative Services with College-wide budget development and oversight in respect to salaries and benefits.
    • Submits administrative reports to the Wyoming Community College Commission and other organizations as assigned.
    • Assists with the development of accountability measures and tracking mechanisms for Human Resources.
    • Works with the Institutional Effectiveness department on initiatives for the continued improvement of institutional effectiveness, systems and functions.

    • Participates actively in the Colleges ongoing effort to promote a more effective, creative and efficient learning environment for all Western students.
    • Understands the budgeting and requisition process of the college. Assists with preparing annual and biennial budgets as requested in regards to salaries and benefits; understands and is able to use the purchase requisitions process.
    • Serves as a resource person to the community as a whole and to various groups or individuals by speaking to groups, answering specific inquiries, assisting with research projects, locating information and performing other related tasks.
    • Keeps abreast of professional developments by attending conferences, seminars and workshops, and by reading appropriate professional literature.
    • Maintains an inventory of all assigned equipment and supplies; takes prudent efforts to safeguard Western physical resources from unauthorized use.
    • Maintains safe working conditions and practices at all times.
    • Performs other duties as assigned.

    PHYSICAL DEMANDS:

    To successfully perform the essential functions of this position, an employee must be able to:

    • Maintain appropriate composure and necessary confidentiality with regard to both past and current employee, student, and donor data; documents; issues; etc., and respect privacy needs of employees, students, donors.
    • Comply with highly inflexible deadlines; there will be multiple occurrences of sudden, urgent task completion required.
    • Adapt to a variable work schedule; including occasional evenings and weekends as needed.
    • Interact with employees and/or students, past employees and/or students, members of the general public, and others who express opinions or may exhibit strong emotions, which will require the employee to interact professionally, diplomatically, and appropriately in such situations.
    • Frequently move around the assigned work areas as well as within hallways, meeting rooms, and other parts of the campus facilities.
    • Engage in multiple/daily instances of prolonged sitting, standing, and personal computer use, which would include keyboard and/or mouse usage as well as viewing a computer monitor.
    • Frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 35 pounds; a team lift technique is required for lifts exceeding 50 pounds.
    • Specific vision abilities required by this position include close vision, distance vision, and ability to adjust focus
    • The overall work environment requires the mental ability to shift focal point quickly due to interruptions; an employee must be able to mentally track multiple projects and tasking as well.
    • The noise level in the work environment is usually moderate; however, there may be unexpected instances of somewhat loud sounds.
    • Ability to effectively listen and perceive the nature of sounds and spoken words at normal speaking levels with or without correction.
    • Ability to travel as required.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS (Knowledge, Abilities, Education and Experience)

    • Graduation from a regionally-accredited college or university with a Bachelors degree in Human Resources, Management, Business, Psychology, Public Administration, or a directly related field.
    • Certification as a Senior Professional in Human Resources (SPHR) or a Senior Certified Professional (SHRM-SCP).
    • Seven years of professional experience with progressively increasing responsibilities within varied Human Resources functions providing a broad, contemporary Human Resources knowledge base.
    • Previous experience in and a comprehensive knowledge of the concepts, principles and practices of human resources administration, including, but not limited to, compensation and benefits, classification, performance appraisal, employee relations, investigations, and all applicable human resource-related federal laws.
    • Ability to effectively communicate verbally and in writing and to relate well to a diverse community college student and employee environment.
    • Ability to exercise organizational, management, planning and supervisory skills in the human resources domain.
    • Strong human resources experience at the director level or above.

    EQUIVALENCY STATEMENT

    For those candidates who do not exactly meet all minimum qualifications, an equivalent combination of education and experience, which has provided comparable knowledge and abilities, may be considered.

    • Advanced degree in Human Resources, Management, Business, Psychology, Public Administration, or a closely related discipline strongly preferred.
    • Relevant, professional work experience in higher education, preferably in a community college setting.
    • Strong human resources experience at the Senior Administrator or Executive level.
    • Experience with Ellucian Colleague or other employee management systems.
    • Certification through ATIXA or a similar Title IX organization
