Vice President for Research and Economic Development and Director of 1890 Land-Grant Programs

  • The Vice President for Research and Economic Development and Director of 1890 LandGrant Programs (VPRED) will lead the implementation of CSU’s strategic plan and statements of purpose, goals, mission, and vision as it relates to research, Title III Program, other sponsored activities, and Land-Grant Programs. The VP tracks federal and state research agendas, policy issues, and provides leadership in responding appropriately. The VP will coordinate, implement, and monitor comprehensive economic development planning and community development activities. The VPRED will provide overall direction and collaborative leadership for CSU’s Land-Grant Programs including technical and fiscal operations of Research and Extension units, as well as CSU’s economic and workforce efforts. The senior administrator will promote and develop research contracts and grant activities from public and private external sponsors. The VPRED collaborates with faculty and academic administrators to develop working relationships with agencies and to facilitate collaborations with such agencies to secure funding opportunities. The VPRED collaborates with the President and the university leadership team to ensure timely and compliant management of resources from sponsored activities. The VPRED will lead CSU’s innovation and entrepreneurship efforts, and facilitates appropriate technology transfer by providing patent protection, promoting commercialization, and protecting CSU’s intellectual property. The VPRED reports directly to the President of CSU.

    Essential Duties and Responsibilities
    • Provide leadership in the establishment of university research goals and in the implementation of policies and strategies necessary to achieve those goals.
    • Identify, nurture, and expand relationships through research-based partnerships, connections to research centers, institutes, programs, and industries.
    • Maximize campus-wide research efforts, leveraging the knowledge, resources, and expertise necessary for an innovation economy, and create an environment that encourages and rewards invention, collaboration, diversity, and community.
    • Ensures that the Land-Grant programs are administered in accordance with relevant state and federal policies, rules, and regulations with a view toward maximizing all available state and federal resources to support the university’s mission.
    • In collaboration with the President and members of the university leadership team, the VPRED will develop systematic strategic processes to capitalize on public and private opportunities to grow the university’s externally funded research programs and increasing its scholarly, economic, and social relevance furthering the university mission while ensuring the legal, fiscal and financial wellbeing of external funds.
    • Serve as the liaison between CSU, 1890 Land-Grant university system, United States Department of Agriculture, National Institute of Food and Agriculture, Ohio Department of Higher Education, The Ohio State University, and other regional economic development agencies.
    • Plan and organize economic and community development initiatives, including attracting and retaining business partners for various initiatives and establishing community relations activities.
    • Lead with appropriate stakeholders, the development of support services, policies, and procedures in the areas of technology transfer and export control.
    • Acts as the university’s authorized representative for grants and contracts on external funding agreements.
    • Provide collaborative oversight of Land-Grant Research and Extension projects and budgets and provide guidance for Land-Grant programs to be compliant with United States Department of Agriculture (USDA) – National Institute of Food and Agriculture (NIFA) policies and procedures.
    Minimum Qualifications
    Knowledge, Skills, and Abilities:
    • Knowledge of and experience with major funding entities.
    • Demonstrated record of securing significant funding from public agencies.
    • Ability to attract human and financial resources to the university.
    • Demonstrated success working with high-level and strategically important external constituencies.
    • Proven skills in administering programs, managing professional staff, planning, problem solving and interpersonal relations.
    • Strong communication and advocacy skills with both internal and external stakeholders.
    • Participatory management and leadership styles that promote the values of honesty service, openness, initiative, and collaboration.
    • Ability to bring together multidisciplinary teams to develop university-wide projects. Ability to nurture and expand relationships with prospective external partners serving as the primary point of contact.

    Minimum Qualifications
    • A terminal degree from an accredited institution in relevant disciplines including science, technology, engineering, mathematics, agriculture, public policy, business, or social sciences.
    • Five to ten years of successful administrative experience in a university or nonprofit organization. • Ability to effectively engage a broad range of internal and external constituencies.
    • Proven record of promoting research and research partnerships.
    • Demonstrated record of success in student engagement and experiential learning.
    • Prior experience facilitating workforce development and other economic development activities with private and public institutions.
    • Experience in leadership building and strong interpersonal skills including conflict resolution.
    • Extensive knowledge about federal and state funding opportunities and trends.
    • Demonstrated knowledge about research environments and infrastructure, and current federal and state research compliance regulations, policies, and practices.
    • Verified ability to promote an environment that rewards new ideas and innovation, builds collaborations, encourages teamwork, and promotes diversity.
    • Successful record of planning, proposal development, managing budgets, and administering significant grants and contracts.
    Preferred Qualifications
    Administrative experience at a Land-Grant University or related organization.
