The Compliance Officer is an integral part of the compliance team assisting in the creation of new programs, projects and the overall direction of the Compliance Department. Under the direction of the Director of Affordable Housing Compliance, this position oversees affordable compliance projects and is responsible for the assigned daily, weekly, monthly and annual responsibilities for each. In addition, the Compliance Officer also provides technical assistance to on-site personnel and property managers, company trainers and senior managers to ensure that federal and state laws as well as company and client standards for compliance are clearly communicated in accordance with the requirements of current law, rules and regulations, client guidance and published company standard operating procedures. Inherent to the duties of this position is competency in programs defining the compliance function within the context of all affordable programs including, but not limited to, the Housing Tax Credit (HTC), Tax Exempt Bond (Bond), HOME Investment Partnership (HOME), Housing Trust Fund (HTF), Community Development Block Grant (CDBG), Affordable Housing Disposition (AHDP), Project Based Section 8 (PRS8), and Public Housing (PH) programs.
The Compliance Officer will coordinate the company’s internal audit and state audit procedures for assigned programs and projects, and provide in-house expertise and guidance for assuring assigned aspects of affordable housing compliance are met. Coordination of information and recommendations to internal and external contacts will be provided in a timely manner. The Compliance Officer has assigned oversight responsibilities for the implementation and monitoring of assigned aspects of affordable housing programs, to include, but not limited to, HTC, BOND, HTF, HOME, CDBG, AHDP, PBS8, 811 and PH programs. The Compliance Officer will organize and oversee the implementation of standardized document file retention policies and procedures for site staff as required for assigned programs and projects. The Compliance Officer will organize and oversee the proper preparation and response actions to all required state, syndicator, lender and owner file reviews and responses. The Compliance Officer will also assist in the preparation of Rental Information Schedules, preparation and submission of Annual Owner Compliance Reports, and will conduct eligibility file reviews as assigned by the Director.
