    Main Purpose of Job

    *This is a contractual (hourly) position.* The purpose of the Agency Relationship Manager position is to independently facilitate real estate services to over sixty (60) executive and independent branches of Maryland State Government.

    POSITION DUTIES

    Duties for this position include but are not limited to: - Lead lease procurement process transactions, to include:�Advocate for client agencies throughout the procurement cycle; oversee accurate and timely preparation of lease procurement documentation and justification; ensure lease procurement documentation is compliant with COMAR requirements; review and evaluate space design plans; guide client agency space planning efforts to identify and utilize space efficiencies and costs saving initiatives; be the liaison for client agency with DGS commercial brokers, lease acquisition specialists, and property owners; develop and provide client agencies with scheduling and planning tools; develop policies and procedures that standardize transaction process steps, status reporting and seamless delivery of information throughout a transaction; and manage ongoing communication to client agency heads by coordinating timely delivery of receivables to DGS contract brokers and lease acquisition specialists. - Client agency liaison for DGS Office of Real Estate, to include:�Gain perspective necessary to develop cost and energy efficient, well designed, flexible office space; review, analyze and monitor client agency and DGS lease and real property portfolios; direct regular communication with client agency heads to evaluate, discuss and make recommendations that improve and appropriately size real estate portfolio; conduct regular physical assessments of client agency lease portfolio footprint; strategic participation during design, review and assessment of renovation and construction planning; and provide ongoing feedback during transactions and interpretation of lease terms to client agency heads. - Cultivate DGS public relations, to include:�DGS liaison to client agencies, providing a single point of contact with a thorough understanding of the client agency's real estate operational needs and leased and real property portfolio; initiate relationship building through ongoing knowledge of client agency constraints, objectives, trends in client base, technological initiatives, etc.; provide consistent and timely direction, support and assistance throughout all transactions; maintain thorough understanding of bodies of knowledge used to enhance efficient use of leased and State-owned office space, i.e. information technology; alternative work site development, utilization and policies; and current trends in energy efficient design that assist client agencies in developing flexible, economical work environments. - Develop training for industry standards, professional practices and procurement law and regulations to�include:�Interpret space design requirements through a thorough knowledge of COMAR, LEED, energy conservation, State & Federal laws, building codes, zoning, etc., as applicable; and develop and conduct a variety of training methodologies for key client agency personnel to provide knowledge of Statewide lease efficiency initiatives, energy conservation, LEED certification, DGS and procurement processes, request for space, and State mandates.

    MINIMUM QUALIFICATIONS

    Education:�Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six (6) years of administrative staff or professional work experience. One (1) year of the above required experience must include recent (within the past 3 years) work experience with�commercial real estate legal documents, commercial real estate lease administration, transaction�management, and working in a commercial real estate setting. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

    DESIRED OR PREFERRED QUALIFICATIONS

    Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear�and specific information on your application regarding all qualifications. •Working knowledge of State Procurement Law related to commercial real estate procurement. •Experience with interpreting and drafting commercial real estate legal documents. •�Experience with commercial lease management software (MRI, Co-Star Manager, Visual Lease or Harbor�Flex). •Experience completing leasing transactions and space planning for commercial property. •�Microsoft Excel intermediate level experience to include using formulas, conditional formatting, creating and editing�graphs and Pivot tables. •�Demonstrated ability to communicate and work collaboratively with a wide range of stakeholders and the ability�to build consensus to include conflict resolution skills. •�Excellent verbal and written communication skills.

    LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

    BENEFITS

    Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
