Community Development Compliance Specialist ensures the organization's adherence with Community Reinvestment Act (CRA) banking laws. Reviews and analyzes lending activity data as well as other activities and policies of the organization to ensure compliance with CRA policies. Being a Community Development Compliance Specialist coordinates the preparation of required government, regulatory, and other compliance documents for all community development activities. Advises management and coordinates with legal staff on potential impact of actions. Additionally, Community Development Compliance Specialist develops and recommends guidelines and standards to assist with compliance. Has current and extensive knowledge of all CRA regulations and policies. Requires a bachelor's degree. Typically reports to a supervisor or manager. The Community Development Compliance Specialist gains exposure to some of the complex tasks within the job function. Occasionally directed in several aspects of the work.     Job Summary:

    The City of Greeley is seeking a Code Compliance Inspector I to join the Code Compliance Division as part of the Community Development Department.  The Code Inspector will report to the Code Compliance Manager and will primarily perform inspections and checks for compliance of various City codes, issue warnings and/or Notices of Violation, and follows up to verify compliance has been achieved.  The successful candidate will communicate with the public, prepare information related to cases including taking photographs, preparing documentation, and keeping accurate records.  The Code Inspector will testify at Administrative Hearings related to enforcement cases, and will respond to and investigate odor complaints, which may include after-hours and weekend work.  The Code Inspector may participate in Saturday inspections on a rotational basis with the other Code Inspectors.

    Experience, Knowledge, Skills:

    Minimum Requirements

    • Current and valid driver’s license.
    • High school diploma or equivalent.
    • Minimum of one (1) year of experience with regulatory code enforcement.
    • Minimum of one (1) year of experience with computer database applications.
    • Ability to obtain state certification for odor detection within six (6) months of hire.
    • Ability to obtain Colorado Association of Code Enforcement Basic Certification within two (2) years of hire.
    • A combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority.

    Preferred

    • Associate degree or higher from an accredited college or university in a related field.
    • Bilingual in English/Spanish proficient enough to speak and write is preferred.
    • Minimum of three (3) years of demonstrated experience working with the public under adverse conditions indicating good interpersonal and conflict resolution skills.
    • Knowledge of City zoning and sanitation codes and ordinances preferred.
    • Two (2) to three (3) years of experience with regulatory code enforcement preferred.

    Knowledge, Skills, and Abilities

    • Ability to read and interpret codes and other legal documents and to enforce City and department regulations and policies.
    • Ability to selectively extract, verify, and compile data and/or operate specialized equipment to produce results.
    • Knowledge of customer service principles and best practices, including customer needs assessments, meeting quality service standards, and evaluating customer satisfaction.
    • Customer service skills, including the ability to actively listen, address customer needs, defuse tense situations, and maintain an open, flexible, and friendly demeanor.
    • Knowledge of the business and organizational structure of Colorado municipalities.

    Travel:  

    • Approximately 80% of travel is required as most days are spent driving a City vehicle to perform inspections.

    • Review and evaluate the work products of others to ensure conformance to standards.
    • Responds to and enforces landscape ordinance violations.
    • Issues warnings and or notices of violation.
    • Verifies compliance completion.
    • Investigates odor complaints.
    • Maintains records and information in preparation for administrative hearing cases, to include photo and written documentation.
    • Establishes schedules and assign duties.
    • Reviews work for completeness and quality.
    • Assists in the preparation of evaluations. 
    • Assists employees in solving work problems.
    • Maintains cooperative and compatible working relations among staff, other departments, and the public.
    • Testifies in administrative hearings as needed.
    • Participates in rotating schedule for after-hours, on-call, and Saturdays.
    • Performs other duties as assigned.

    Supervisory Responsibilities:  None.

    Work Environment

    • Frequent public contact sometimes in adverse conditions both in the office and in the field.
    • Occasionally required to inspect properties which have unsanitary conditions.
    • Employee is subject to driving City vehicle in all weather conditions.

    • Employee is subject to working alone, with groups, and/or attending meetings.
    • Required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings.
    • Employee may be required to work extended hours in the evening, holidays, or weekends.
    • Employee may have frequent interruptions and be required to manage competing priorities with inflexible deadlines.
    • Some work after-hours for odor complaints.
    • Exposure to all weather conditions.
    • Exposure to marginal to moderate hazards that are typically predictable or well protected against.

    Physical Requirements

    • Vision to inspect and monitor compliance at property sites, operate electronic data devices in the field and interpret written documents accurately; specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
    • Remain in a standing or seated position for extended periods of time.
    • Ability to communicate effectively in order to convey information to the public, contractors, and co-workers verbally and in writing.
    • Ability to detect odors.
    • Ability to hear and speak on the telephone and cellular phone.
    • Ability to ascend and descend stairs.
    • Ability to enter and exit a motor vehicle throughout the workday.
    • Ability to walk over rough, uneven, and rocky surfaces.
