Community Development Compliance Specialist ensures the organization's adherence with Community Reinvestment Act (CRA) banking laws. Reviews and analyzes lending activity data as well as other activities and policies of the organization to ensure compliance with CRA policies. Being a Community Development Compliance Specialist coordinates the preparation of required government, regulatory, and other compliance documents for all community development activities. Advises management and coordinates with legal staff on potential impact of actions. Additionally, Community Development Compliance Specialist develops and recommends guidelines and standards to assist with compliance. Has current and extensive knowledge of all CRA regulations and policies. Requires a bachelor's degree. Typically reports to a supervisor or manager. The Community Development Compliance Specialist gains exposure to some of the complex tasks within the job function. Occasionally directed in several aspects of the work.     The Housing and Community Development (HCD) Division at the Department of Workforce Services (DWS) is seeking out a highly skilled candidate to fill a Program Specialist position may be eligible to telework statewide and will require travel up to 20% of the time.
     
    Principal Duties
    The Program Specialist will provide, review, and write contracts, conduct monitoring, staff assigned boards/commissions, and create programs for the allocation of special appropriations under the Program Manager.
     
    Additional responsibilities include:
    • Coordinates program activities, services, and/or program implementation with private providers, other governmental entities, program users, etc.
    • Reviews, monitors, and ensures project files follow internal policies. Develop and deliver training and technical assistance to stakeholders on identified needs.
    • Enforce compliance with program statutes and policy.
    • Resolve questions and conflict issues by responding to requests, issues, or problems from stakeholders.
    • Implement competitive grant processes with federal and state funds, informing grantees or applicants of program requirements.
    • Coordinate between stakeholders, partners, DWS programs and divisions to develop programs and reports.
    • Writes or drafts correspondence, reports, plans, documents and/or other technical written materials.
    • Complete required internal workflow components including spreadsheets and correspondences.
    • Monitor contracts according to Departmental Policy.
    • Provides monthly and quarterly reports.
    • Staff commissions or boards as assigned.
    • Other duties as assigned. 

    Ideal Candidate
    The ideal candidate:
    • Self-motivated with the ability to prioritize workload, meet multiple deadlines and
    • manage changing priorities.
    • Has excellent interpersonal, verbal, and written communication, and analytical skills
    • Exhibits sound judgment, ability to use available resources to research issues, ability to seek guidance and communicate openly with direct manager.
    • Ability to receive guideposts and draft programs based on instruction. 
    • Has intermediate to advanced skills with Microsoft Office Products including Word, Excel, and PowerPoint; Adobe Acrobat; and Google Workspace Products.

    Preferred Qualifications
    • Bachelor’s degree in public administration, political science, finance or related field or two years of experience in program implementation, program evaluation, public policy, or a related field.
    • Experience in working with boards or commissions.
    • Experience with monitoring various financial balance sheets in tandem.
