Community Development Loan Officer oversees the bank's CRA Programs and policies to ensure compliance with federal Community Reinvestment Act banking regulations to meet the credit needs of the area's low to moderate-income populations. Serves as the subject matter expert of CRA laws, rules, and regulations by maintaining a deep and up-to-date knowledge of regulatory requirements, proposed legislation, and announcements. Being a Community Development Loan Officer reviews and analyzes lending activity data and practices to ensure compliance with CRA policies. Develops, implements, and administers the overall corporate CRA plan and localized or remedial plans with guidelines and standards to assist with compliance. Additionally, Community Development Loan Officer advises management and coordinates with legal staff on the potential impact of actions. Coordinates and delivers reports to bank leadership and regulatory agencies. Ensures the bank has a positive and visible role in community economic development activities, events, and initiatives. Requires a bachelor's degree or equivalent. Typically reports to a director. The Community Development Loan Officer work is generally independent and collaborative in nature.     Description

    OVERALL JOB PURPOSE

    The Loan Officer will be responsible for interviewing, analyzing, underwriting and rendering decisions on loan applications using background information, applicant’s credit history and policy guidelines.

     

    DUTIES AND RESPONSIBILITIES

    The duties and responsibilities of this position include but are not limited to:

    • Gathers background information on loan applicants through interview and credit bureau reports

    • Assists members with loan application process to ensure completeness of information

    • Verifies debt-to-income ratios, and calculates level of outstanding secured and unsecured debts

    • Determines collateral needs, strength of collateral and payment plan

    • Verifies accuracy of application information, loan amounts and repayment terms, and ensures approved loan requests are originated

    • Approves or denies consumer and real estate loan applications within credit union parameters and lending limits

    • Explains reasons for denial and explores options for members when loans are denied

    • Sells products and/or services to meet members’ needs and to achieve Credit Union goals and objectives

    • Implements new loan products and system services in accordance with management direction

    Qualifications


    EDUCATION AND EXPERIENCE REQUIREMENTS

     

    Schedule: Monday - Friday 8:30 a.m. to 5:30 p.m., rotating Saturdays 8:30 a.m. to 1:30 p.m.

     

    • Two year Business or related degree or equivalent experience required
    • Between three and five years financial institution experience including progressive responsibilities in consumer lending
    • Technical study of loan practices required
    • General knowledge of credit unions and operations desirable
    • Must be in good standing in the Nationwide Mortgage Licensing System and Registry and hold a Mortgage Loan Originator License
    • Requires excellent analytical skills where lending decisions are complex
    • Excellent interpersonal communication skills to communicate positive or negative lending decisions to members
    • Solid understanding of National Credit Union Administration lending regulations and credit union lending policies and procedures
    • At ease selling credit union products and services
    • Productive degree of initiative to manage large volume of incoming loan applications
    • Flexible in judgment making
    • Excellent oral and written communication skills
    • Ability to set priorities to meet deadlines
    • High level of organizational skills
    • Must be able to life up to 10 lbs.
