Community Development Loan Officer oversees the bank's CRA Programs and policies to ensure compliance with federal Community Reinvestment Act banking regulations to meet the credit needs of the area's low to moderate-income populations. Serves as the subject matter expert of CRA laws, rules, and regulations by maintaining a deep and up-to-date knowledge of regulatory requirements, proposed legislation, and announcements. Being a Community Development Loan Officer reviews and analyzes lending activity data and practices to ensure compliance with CRA policies. Develops, implements, and administers the overall corporate CRA plan and localized or remedial plans with guidelines and standards to assist with compliance. Additionally, Community Development Loan Officer advises management and coordinates with legal staff on the potential impact of actions. Coordinates and delivers reports to bank leadership and regulatory agencies. Ensures the bank has a positive and visible role in community economic development activities, events, and initiatives. Requires a bachelor's degree or equivalent. Typically reports to a director. The Community Development Loan Officer work is generally independent and collaborative in nature.     The Jr. Loan Officer works collaboratively within a team concept consisting of a Credit Administrator and other lenders and staff to efficiently deliver credit solutions to our members. The Loan Officer specifically supports the commercial lending team by providing the credit analysis, underwriting and presentation of loan requests, conducting research into the industry, and providing economic information to support the credit decision.

    Essential Functions

    • Accurately spreads tax returns and financial statements and analyzes loan specifics, financial risk factors and mitigates them related to the loan request and the overall relationship.

    •Works with members on delinquent loans to insure the best outcome for both bank and borrower.

    • In coordination with the Credit Administrator determines appropriate loan structure, initiates and properly completes credit write-ups identifying risks, policy exceptions and mitigating factors, in order to make sound credit decisions in approving or declining credits.
    • Manages the loan through the loan approval process communicating closely with the team and as appropriate with the client or prospect.
    • Ensures credit reviews, maturing loans, and past dues are handled according to policy and in a manner that provides minimal risk to the bank.
    • Maintains loan status reports for review by the Manager.
    • Participates in meetings and direct conversations with borrowers.
    • Mentors and trains support personnel.
    • Other duties as assigned.

    Required Education, Experience, and Skills

    • Bachelor's degree in business, finance, or accounting. Equivalent combinations of education and experience may be considered.
    • Five or more years' experience in a commercial credit or lending function.
    • Five plus years of commercial credit analysis experience.
    • In depth understanding of the risk management process and responsibilities.
    • Strong credit analysis skills including experience in preparing written credit requests.
    • Knowledge of the Commercial Fishing Industry of Alaska a plus.
    • Knowledge and full understanding of bank loan policies.
    • Knowledge of all aspects of documentation relating to commercial loans
    • Strong working knowledge of regulatory requirements pertaining to commercial loans and bank policy.
    • Excellent financial analytical abilities.
    • Strong communication skills (written, verbal, listening).
    • Proven ability to work effectively with clients.
    • Detail-oriented and well-organized.
    • Ability to handle multiple priorities and produce results.
    • Ability to work independently as well as part of a team.
    • Ability to handle frequent changes.
    • Creative/innovative problem solver.
    • High level of integrity.
    • Self-motivated/takes initiative.
    • Ability to effectively utilize computer technology. Proficiency in Microsoft Office Suite programs.

    Physical/Mental Requirements

    • Position frequently involves hearing, speaking, fingering, standing, walking and repetitive motions of hands/wrists.
    • Requires use of close and distance vision.
    • Ability to read, write, speak and understand English and effectively communicate with Bank clients.
    • Travel is occasionally required to client's places of business and to attend community events.
    • Ability to discern information and formulate appropriate action.
    • Ability to lift up to 30 pounds.
