Community Development Loan Officer oversees the bank's CRA Programs and policies to ensure compliance with federal Community Reinvestment Act banking regulations to meet the credit needs of the area's low to moderate-income populations. Serves as the subject matter expert of CRA laws, rules, and regulations by maintaining a deep and up-to-date knowledge of regulatory requirements, proposed legislation, and announcements. Being a Community Development Loan Officer reviews and analyzes lending activity data and practices to ensure compliance with CRA policies. Develops, implements, and administers the overall corporate CRA plan and localized or remedial plans with guidelines and standards to assist with compliance. Additionally, Community Development Loan Officer advises management and coordinates with legal staff on the potential impact of actions. Coordinates and delivers reports to bank leadership and regulatory agencies. Ensures the bank has a positive and visible role in community economic development activities, events, and initiatives. Requires a bachelor's degree or equivalent. Typically reports to a director. The Community Development Loan Officer work is generally independent and collaborative in nature.   • Inland Green Capital is seeking an originator/business development officer for the origination of Property Assessed Clean Energy (PACE) project financing. PACE allows for commercial property owners to obtain financing to upgrade their commercial property with energy-saving improvements. Inland Green Capital provides financing to the property owners. The position of originator/business development officer is responsible for utilizing knowledge, training, and experience to assist the Company to solicit, originate, and facilitate the processing and closing of PACE financing transactions on behalf of clients. This position must be organized and very detail-oriented, good with numbers and have excellent customer service skills.   CORE RESPONSIBILITIES: Demonstrates highest standards of personal and professional integrity, adheres to company’s policies and procedures, and complies with applicable laws, government rules and regulations. Assist the company to solicit, originate, and facilitate the processing, underwriting, and closing of PACE transactions. Follow up on incoming transaction leads, solicit leads, input transaction files into the company data system, prepare financing packages, and handle transaction paperwork. Underwrite transactions and prepare transaction packages for approval committee. Seek out additional information as necessary to complete a transaction such as appraisals, environmental reports, title reports, and due diligence reports. Review and update operating expenses; evaluate the financial strength of tenants, market rental rates, vacancies, and demographics.  Perform complex financial modeling, analyzes the data and develops financial reports for approval, planning, forecasting, and trending and variance analysis to actual results on asset performance.   Communicate with property owners and other transaction stakeholders on progress and missing documentation and other information. Assists the Company with marketing activities. Assists in the quality control of the asset portfolio along with internal reporting and compliance procedures. Assists in the preparation and tracking of the transaction pipeline. Assists in loan document reviews from application to final execution.  Other duties as assigned.   QUALIFICATIONS: Education: This position requires a Bachelor’s Degree in Business Administration, Finance or equivalent professional knowledge and/or work experience.   Experience:   This position requires at least 3 years of prior professional experience in PACE financing or commercial real estate lending. 3 years experience in real estate-related finance origination.   Skills:  Intermediate skills in Microsoft Word, Excel, Outlook are required for this position. Ability to multi-task and prioritize responsibilities and workflow. Strong organizational skills. Ability to work in a team as well as independently in a fast-paced environment. Excellent verbal and written communication skills. Excellent customer service skills with internal employees and external investors.
