Community Development Loan Officer oversees the bank's CRA Programs and policies to ensure compliance with federal Community Reinvestment Act banking regulations to meet the credit needs of the area's low to moderate-income populations. Serves as the subject matter expert of CRA laws, rules, and regulations by maintaining a deep and up-to-date knowledge of regulatory requirements, proposed legislation, and announcements. Being a Community Development Loan Officer reviews and analyzes lending activity data and practices to ensure compliance with CRA policies. Develops, implements, and administers the overall corporate CRA plan and localized or remedial plans with guidelines and standards to assist with compliance. Additionally, Community Development Loan Officer advises management and coordinates with legal staff on the potential impact of actions. Coordinates and delivers reports to bank leadership and regulatory agencies. Ensures the bank has a positive and visible role in community economic development activities, events, and initiatives. Requires a bachelor's degree or equivalent. Typically reports to a director. The Community Development Loan Officer work is generally independent and collaborative in nature.     Responsibilities/Duties

    • Responsible for managing a loan portfolio consisting of consumer, commercial, agriculture and real estate loans. Includes developing business and new banking relationships.
    • Ability to analyze financial information in order to ascertain the borrower’s needs and the ability of the bank to meet these needs within the constraints of safe and sound banking.  This includes ability to prepare credit analyses and cash flow analyses. 
    • Responsible for maintaining loan quality which includes obtaining current and timely financial information and analyzing same for changing trends, minimizing collateral exceptions including appropriate insurance, collateral perfection, monitoring and valuation.
    • Responsible providing exceptional customer service in a professional manner.
    • Knowledge and the ability to market the banks secondary market program. This also includes loan servicing and compliance with the investor’s guidelines and programs along with the responsibility of collection efforts in the portfolio.
    • Ability to prepare loan information packets for review by the bank’s directors in a concise and complete manner.  Provide accurate representation of the strengths and weaknesses of the credit proposal to assist directors in making decisions.
    • Complies with bank policies and appropriate laws and regulations.  This includes a clear understanding of bank documents and collateral perfection.
    • Responsible for collection efforts in the portfolio including making calls to customers as needed when payments are untimely, provide recommendations to the CCO for legal actions when customer does not meet demands and review of the relationship to ensure that information is correct and accurate before referring to an attorney for collection efforts.
    • Responsible for handling problem loans situations as necessary.  Required to establish action plans to reduce or minimize risk of principal loss to the bank. 
    • Responsible for assignment of appropriate risk ratings to loans and recommending changes to the appropriate approval authority.

    Required Education

    • College Degree preferred.  Time in position of 5 years can be substituted for a degree if experience is related to the complexity of this position.
