Community Development Loan Officer oversees the bank's CRA Programs and policies to ensure compliance with federal Community Reinvestment Act banking regulations to meet the credit needs of the area's low to moderate-income populations. Serves as the subject matter expert of CRA laws, rules, and regulations by maintaining a deep and up-to-date knowledge of regulatory requirements, proposed legislation, and announcements. Being a Community Development Loan Officer reviews and analyzes lending activity data and practices to ensure compliance with CRA policies. Develops, implements, and administers the overall corporate CRA plan and localized or remedial plans with guidelines and standards to assist with compliance. Additionally, Community Development Loan Officer advises management and coordinates with legal staff on the potential impact of actions. Coordinates and delivers reports to bank leadership and regulatory agencies. Ensures the bank has a positive and visible role in community economic development activities, events, and initiatives. Requires a bachelor's degree or equivalent. Typically reports to a director. The Community Development Loan Officer work is generally independent and collaborative in nature.     Experience or Skill requirements:

    Two years prior loan documentation experience preferred.
    Microsoft Office experience required, including Word, Excel, and Outlook.
    Excellent customer service skills required.
    High level of professionalism in written and verbal communication.

    Duties:

    Enter and complete loan data and prepare loan documents.
    Assemble and verify accuracy of loan documents by using a checklist.
    Ensure loan files contain the applicable forms, documentation, proper signatures, dates and other relevant information by using a checklist.
    Responsible for disbursement of loan proceeds before file is sent to Loan Processing. Send payoffs to the appropriate location cut checks for attorney, appraiser, etc., - Prepare all tickets and record on the checklist.
    Process loan wires through the wire system.
    Scan all loan items, loans, extensions, correspondence, appraisals, etc. into loan file.
    Forward all applicable original loan documents for storage in the collateral vault.
    Forward the loan file to the Loan Processing Department by set guidelines.
    Provide administrative assistance to the Loan Officer. Take and relay messages, schedule and maintain the Loan Officers appointments/meetings, answer routine inquiries, and exchange factual information.
    Perform various clerical duties including filing, faxing, photocopying and word processing.
    Prepare a variety of letters and forms utilized within the Loan Department.
    Assist in answering phones or waiting on customers in the Loan Reception area, if applicable.
    Contact and maintain regular contact with bank customers, community partners and other outside sources to obtain necessary information.
    Resolve customer problems and follow up on details to resolve the matter.
    Review the status of pending loans and follows-up for a timely completion.
    Review tracking reports provided by the Loan Processing department to ensure errors are resolved in a timely manner and in accordance with policy and procedures.
    Work with Loan Review department to ensure exceptions are resolved in a timely manner.
    Cross-market financial products and services as well as make referrals to Summit Mortgages, Summit Insurance, Summit Financial Services and retail operations.
    Understand applicable legal and regulatory matters directly related to loan documentation and lien perfection.
    Stay abreast of current developments in loan policy and procedures through reading, research and formal education.
    Other duties as assigned.

    Relationships

    The Loan Officer Assistant will be responsible to the assigned Loan Officer(s), will back up and interact with other Loan Officer Assistants, and will collaborate with team members within the following departments:

    o Loan Processing Department
    o Post Closing Department
    o Loan Review Department
    o Credit Analysis Department
    o Debt Management Department
    o Centralized Loan Processing
    o Commercial Loan Administration

    The Loan Officer Assistant will maintain a working relationship with outside entities including county, state, and federal government agencies, insurance agencies, etc.
