Community Development Loan Officer oversees the bank's CRA Programs and policies to ensure compliance with federal Community Reinvestment Act banking regulations to meet the credit needs of the area's low to moderate-income populations. Serves as the subject matter expert of CRA laws, rules, and regulations by maintaining a deep and up-to-date knowledge of regulatory requirements, proposed legislation, and announcements. Being a Community Development Loan Officer reviews and analyzes lending activity data and practices to ensure compliance with CRA policies. Develops, implements, and administers the overall corporate CRA plan and localized or remedial plans with guidelines and standards to assist with compliance. Additionally, Community Development Loan Officer advises management and coordinates with legal staff on the potential impact of actions. Coordinates and delivers reports to bank leadership and regulatory agencies. Ensures the bank has a positive and visible role in community economic development activities, events, and initiatives. Requires a bachelor's degree or equivalent. Typically reports to a director. The Community Development Loan Officer work is generally independent and collaborative in nature.     Essential Duties and Responsibilities: The Community Development (Lending) Officer is responsible for developing and fostering organizational and business relationships within the community that Country Club Bank serves. As the Community Development Officer, this role is responsible for working with various lending areas to increase community development lending while assisting in development and delivery of products and services in low- and moderate-income communities within Bank’s assessments areas.

    • Act as the primary point of contact between our organization and various lending programs, such as the Federal Home Loan Bank, Small Business Administration, and other community organizations and government and non-government agencies.
    • Conduct comprehensive assessments of community development needs, identifying areas where lending programs can have the most significant impact and assist in developing sound loan programs designed to meet those needs.
    • Conduct outreach financial literacy instruction in low to moderate-income communities
    • Identify key performance indicators for each program; measure and report on the effectiveness of executed plans and return on investment. Develop recommendations for future programs based on findings.
    • Partnering with an appropriate Lender partner, conduct loan/project due diligence, creating a clear and compelling narrative of loan strengths, weaknesses, and mitigating factors employing a creative, solutions-oriented approach to deal structuring and loan analysis.
    • Partner with appropriate Lender partner to address any credit quality issues of existing loans in an expeditious and appropriate manner to mitigate potential loan losses.
    • Engage with community members to understand their financial needs, challenges, and aspirations and connect them with appropriate lending programs and resources.
    • Maintain a library of CRA resources.
    • Represent the Bank at community events and other appropriate forums to establish relationships for loan programs, community outreach and lending opportunities.
    • Ensure that all lending activities adhere to relevant laws, regulations, and organizational policies.

    Job Qualifications/ Required Skills and Abilities: 

    • Proven ability to underwrite complex credits and negotiate terms and conditions
    • Minimum of 5 or more years of experience in financial institution lending exhibiting increased level of responsibility and performance.
    • Proficiency in multiple languages, specifically Spanish, required.
    • Experience working in community development or similar roles preferred, including in-depth working knowledge of community reinvestment (CRA) type programs, CRA Modernization Act, as well as 1071 requirements
    • Demonstrated leadership skills in a financial services and community bank environment.
    • Knowledge of lending compliance, policies, and procedures is essential
    • Broad understanding of other Bank products and services.
    • Maintain a substantial and growing loan portfolio with regard to quantity and quality.
    • Must be properly licensed and meet requirements with respect to National Mortgage Licensing System and Registry (NMLS).
    • Bachelor’s degree in business, finance, economics, or related field preferred, or equivalent banking services experience.
