Community Development Loan Officer oversees the bank's CRA Programs and policies to ensure compliance with federal Community Reinvestment Act banking regulations to meet the credit needs of the area's low to moderate-income populations. Serves as the subject matter expert of CRA laws, rules, and regulations by maintaining a deep and up-to-date knowledge of regulatory requirements, proposed legislation, and announcements. Being a Community Development Loan Officer reviews and analyzes lending activity data and practices to ensure compliance with CRA policies. Develops, implements, and administers the overall corporate CRA plan and localized or remedial plans with guidelines and standards to assist with compliance. Additionally, Community Development Loan Officer advises management and coordinates with legal staff on the potential impact of actions. Coordinates and delivers reports to bank leadership and regulatory agencies. Ensures the bank has a positive and visible role in community economic development activities, events, and initiatives. Requires a bachelor's degree or equivalent. Typically reports to a director. The Community Development Loan Officer work is generally independent and collaborative in nature.     UCFS is looking for candidates who are passionate about making a difference in the lives of others! We are currently seeking a full-time (40hr) Chief Financial Officer who oversees the organization’s financial planning, accounting, grants, and billing practices as well as its relationships with lending institutions, financial consultants, and insurance companies. Performs duties and responsibilities in accordance with regulatory requirements and ensures the UCFS’ compliance with those requirements. Supports fiscal sustainability of UCFS to meet its mission.


    Essential Responsibilities :

      

    Oversight & Leadership

    • Develop and execute operational protocols to advance strategic goals for the Finance Department, including the analyses of business opportunities for the organization. Maintain knowledge of general economic, business, and financial conditions and their impact on the organization.
    • Monitor the organization’s financial position and make recommendations for improving that position. Analyze and report on the financial impact of operational issues impacting the organization. 
    • Serve as the Finance Department representative to the Senior Management Team, the liaison to the UCFS Board of Directors, and staff person for the Board Budget and Finance Committee and Audit Committee.
    • Ensure policies and procedures are maintained to ensure compliance with applicable laws and accounting standards. Maintain the necessary software platforms and equipment required to perform the accounting, grants management, and billing functions for the organization. Ensure proficiency of self and staff in those systems.
    • Represent UCFS through participation in community events with local stakeholders.

    Accounting and Compliance

    • Ensure the timely and accurate preparation and approval of the agency’s annual operating and capital budgets.
    • Direct the preparation of routine periodic reports on financial performance of the organization in fulfillment of UCFS policy, regulations, and other requirements. Ensure that timely and accurate data is available to be used in short and long-term decision-making.
    • Direct organizational procedures for procurement and purchasing, accounts payable, and accounts receivable. 
    • Ensure compliance with state and federal audit standards and submit annual audited financial reports per requirements. Prepare and submit timely cost reports.

    Grants, Contracts, and Contributions

    • Direct the timely submission of grant applications through the timely and accurate preparation of the budgets and other supporting financial documents. Ensure that grants, contracts, and contributions are monitored, accounted for, and expended in the manner specified by the source and in accordance with applicable laws.

    Billing

    • Oversee a dynamic billing unit to 1) ensure timely payment for billable services; 2) maximize revenue for the organization through efficient and innovative practices; 3) comply with UCFS policies and procedures, federal and state laws and regulations, and payer contracts; and 4) collaborate with internal stakeholders to support patient services.

    Investments

    • Coordinate with custodians and advisors to track and report the performance of UCFS endowment investment account, and ensure compliance with UCFS investment and spending policies, lender agreements, and contracts that pertain to UCFS investments.

    Property & Casualty Insurance

    • Monitor UCFS property lease agreements and tax obligations. File necessary documents. Ensure adequate insurance coverage is in place to protect the agency, its employees, board members, and assets.

    Requirements

    • Master’s degree in Accounting or Business Administration, plus 10 years of related experience; or equivalent combination of education and experience.
    • Experience in an executive or leadership role overseeing finance. Evidence of leadership positions of increasing scope and responsibility over the course one’s career.
    • Experience in healthcare, non-profit, and/or federally qualified health center agency strongly preferred.
    • Demonstrated experience meeting regulatory compliance requirements for finance, grants, billing, investments, and accounting. 
    • Demonstrated proficiency with MS Office including advanced Excel skills. 
    • Proficient use of organization-wide accounting software, preferably Acumatica, including purchasing module.
    • Demonstrated skills using analytics, problem solving, and decision making to advance strategic goals. 
    • Strong written and oral communication skills commensurate with a C-Suite position.

    Preferred: 

    • Familiarity with HR/Payroll systems such as Paylocity and Epic EHR and practice management system.
