Community Development Loan Officer oversees the bank's CRA Programs and policies to ensure compliance with federal Community Reinvestment Act banking regulations to meet the credit needs of the area's low to moderate-income populations. Serves as the subject matter expert of CRA laws, rules, and regulations by maintaining a deep and up-to-date knowledge of regulatory requirements, proposed legislation, and announcements. Being a Community Development Loan Officer reviews and analyzes lending activity data and practices to ensure compliance with CRA policies. Develops, implements, and administers the overall corporate CRA plan and localized or remedial plans with guidelines and standards to assist with compliance. Additionally, Community Development Loan Officer advises management and coordinates with legal staff on the potential impact of actions. Coordinates and delivers reports to bank leadership and regulatory agencies. Ensures the bank has a positive and visible role in community economic development activities, events, and initiatives. Requires a bachelor's degree or equivalent. Typically reports to a director. The Community Development Loan Officer work is generally independent and collaborative in nature. Community Development Officer

  • Provides professional and technical support to the Director of Housing and Community Development in the management of community development initiatives including, but not limited to, affordable housing, housing preservation, and data analysis of housing trends in the county. In addition, this position will work with other development services functions such as planning and inspections, work with developers on affordable housing projects and LIHTC projects, and perform site identification and analysis. 
    • Identify and analyze potential affordable housing development opportunities and methods to increase and preserve the inventory of affordable housing serving a range of income levels, consistent with the County’s goals;
    • Work closely with market-rate residential developers to develop affordable housing proposals and monitor compliance;
    • Applies for grants and technical support resources related to affordable housing programs and initiatives;
    • Serves as a liaison with the Affordable Housing Advisory Committee (AHAC)
    • Collaborates with the County and its local and regional agencies; provides representation to a variety of boards and commissions; attends and participates in professional groups and committees and related organizations as needed;
    • Actively participates, as directed, in various meetings and events; provides analytical expertise; identifies and raises clarifying points and questions, and develops written products of work including memos and presentations; 
    • Develops and maintains professional working relationships with internal and external staff and organizations such as local, state, and federal agencies, private consultants, citizen groups, community service organizations, local businesses, and others; Effectively balancing competing interests and approaches in representing policy directives;
    • Represents the Housing and Community Development Department by attending meetings and committees; presents information to staff, departments, and management;
    • Plays a key role in the County’s affordable housing initiatives and aligning long-range plans with overall County goals;
    • Performs special projects as assigned by the supervisor and/or as requested by the department;
    • Performs other duties as assigned.
    Bachelor’s Degree in Public Administration or Business Administration, Public Policy, or a related field and at least 3-5 years of professional experience in affordable housing, community development, public administration, policy, programming, or operational analysis. Master’s of Public Administration and experience working in a housing or community development role for local, state, or federal government is preferred.
    • Thorough knowledge of County government, its operations, and its various departments;  
    • Thorough knowledge of organizational and management practices; 
    • Thorough knowledge of organizational theory, public policy, fiscal management, research methods, and quantitative analysis;
    • Substantial knowledge of local government, experience in North Carolina preferred; 
    • Substantial knowledge of local government budgeting principles, legal framework and techniques, and pertinent local, state, and federal laws, codes and regulations;
    • Advanced skills in mathematical, statistical, and research methods and techniques;
    • Advanced skill in the analysis and evaluation of policies, procedures, public information and service delivery;
    • Skill in operating Microsoft Excel, Word, Outlook, PowerPoint, and familiarity with the County’s financial software and other commonly used electronic programs; 
    • Ability to gather and analyze facts on a variety of subject matters and to assemble reports, providing findings and recommendations; 
    • Ability to advocate for and promote County policies;
    • Ability to communicate ideas orally and in writing; 
    • Ability to establish and maintain effective working relationships with County officials, employees, associates, community groups, and the general public.

    Physical Requirements
    This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking, hearing, use of hands and fingers, handling, feeling, reaching with hand and arms and repetitive motions, frequently requires walking and occasionally requires standing, stooping, kneeling, crouching, crawling, pushing, pulling and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas by means of spoken word; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately quiet location (e.g. business office).

    Must possess a valid North Carolina driver’s license.
