Community Development Loan Officer oversees the bank's CRA Programs and policies to ensure compliance with federal Community Reinvestment Act banking regulations to meet the credit needs of the area's low to moderate-income populations. Serves as the subject matter expert of CRA laws, rules, and regulations by maintaining a deep and up-to-date knowledge of regulatory requirements, proposed legislation, and announcements. Being a Community Development Loan Officer reviews and analyzes lending activity data and practices to ensure compliance with CRA policies. Develops, implements, and administers the overall corporate CRA plan and localized or remedial plans with guidelines and standards to assist with compliance. Additionally, Community Development Loan Officer advises management and coordinates with legal staff on the potential impact of actions. Coordinates and delivers reports to bank leadership and regulatory agencies. Ensures the bank has a positive and visible role in community economic development activities, events, and initiatives. Requires a bachelor's degree or equivalent. Typically reports to a director. The Community Development Loan Officer work is generally independent and collaborative in nature.   • Position Purpose: Proactively solicits new residential mortgage business to meet established loan quality and production goals. Identify, develop and maintain a quality network of business relationships that serves as a recurring source of referrals for new mortgage lending opportunities. A Mortgage Loan Officer’s network may consist of Real Estate Professionals, Builders, professional and personal contacts, as well as other valuable referral sources, and is enhanced by the Mortgage Loan Officer’s regular participation in business related development opportunities, community efforts to promote homeownership and professional organizations.

    Essential Duties:
    • Develop and maintain successful relationships with various centers of influence, not limited, but to include the Real Estate and Builder communities and business referral sources, existing and prospective First Bank Clients.
    • Develop Business Referral Network through marketing, cold-calling, prospecting and networking activities.
    • Respond to customer inquiries and referrals that are generated from Mortgage Loan Officer contacts and from other First Bank business channels.
    • Conduct interviews with prospective clients in order to analyze financial and credit data, determine client financing objectives, advise clients of products, pricing policies and guidelines, and gather any additional required information.
    • Ensures exceptional customer experience by overseeing loan process from origination to close and providing on-going communication to clients and business partners.
    • The Mortgage Loan Officer ensures exceptional client service by maintaining thorough knowledge of lending programs, policies, procedures and regulatory requirements, demonstrating a commitment to professional ethics, complying with all Federal and State compliance policies and adhering to HMDA requirements.
    • Other Duties as deemed necessary by management for the benefit of the Mortgage Division.
    Experience:
    • Minimum of one year residential mortgage lending experience with a focus on generating self-sourced business.
    • Demonstrated success in prospecting, generating leads, closing business and consistently meeting/exceeding production goals.
    • Verifiable, established network of referral business including Real Estate Professionals and other centers of influence.
    • Understanding of conventional and government lending guidelines.
    Education:
    • High School Diploma or equivalent.
    • Four year college degree preferred and/or extensive experience in the Secondary Market and Government Lending fields.
    Training:
    • Knowledge of all compliance and Lending Regulations
    • Bank Secrecy Act
    • Privacy Act
    • Other compliance training as assigned

    • Solid time management skills and the ability to organize, prioritize, and perform multiple tasks simultaneously.
    • Ability to communicate clearly and effectively, both verbally and in writing, across a variety of audiences.
    • Ability to analyze and comprehend complex financial data and provide financial alternatives.

    • Enthusiasm for assignments and the ability to meet established timelines.
    • Understanding written sentences and paragraphs in work related documents.

    Working Environment and Conditions:
    The work is performed in a professional office environment and will require travel outside of the office. Occasionally files and other documents weighing up to 25 lbs. will need to be transported to other office locations to meet with established clientele. Use of laptop and other equipment to do the specified work on a daily basis.
    **This position will be based in our Daleville/Roanoke market providing support to Staunton market as needed.
