Community Development Manager manages the economic development lending activities to support or subsidize improvements in the community. Ensures company visibility is established in the area and promotes relationships with groups, agencies, and organizations in the community to identify lending and other business development opportunities. Being a Community Development Manager evaluates the current and future credit needs of the community and develops a strong understanding of the local issues and needs. Actively monitors public programs that support community development initiatives. Additionally, Community Development Manager initiates policy changes or enhancements to ensure compliance with Community Reinvestment Act (CRA) and other regulations. Makes recommendations to expand and develop lending programs. Requires a bachelor's degree. Typically reports to a director. The Community Development Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. Under general supervision performs work of moderate difficulty in the review and acceptance of residential and commercial project applications and submittals including building, engineering, septic, right-of-way encroachment and grading to ensure completeness; and performs related duties as assigned.
An Associate’s degree in a related field and two years of administrative experience in construction, real estate or building department setting performing review or drafting/drawing plans; OR
Three years of technical or administrative experience in a construction, real estate or building department setting performing review or drafting/drawing plans; OR
any combination of education, training and experience which demonstrates the ability to perform the duties of the position.
This position is non-exempt from overtime.

Preferred qualifications: ICC Permit Technician Certification to be obtained within one year of employment; IRC certification; experience as a Permit Technician and customer service/counter experience.
