Community Development Representative implements the economic development lending activities to support or subsidize improvements in the community. Establishes and maintains relationships with groups and organizations in the community to identify lending and other business development opportunities. Being a Community Development Representative develops an understanding of public programs and community needs to ensure effective community outreach and support development. Represents the institution within the community and is a resource for information about products and services that are available. Additionally, Community Development Representative adheres to all operational procedures and complies with Community Reinvestment Act and other regulations. Requires a bachelor's degree. Typically reports to a manager. The Community Development Representative occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function.     Job Purpose:

    A Field Inspector is a residential building professional who performs reviews inspection reports for accuracy, develops scope of work, conducts on-site inspections of in-progress work scopes, and evaluates installed work and work practices. The Field Inspector reviews compliance with the scope of work with all the housing rehabilitation grant programs, including the City of Milwaukee, Milwaukee, Waukesha and Racine County, the Federal Department of Housing and Urban Development, Department of Health Services, and other grants received for Home Improvement.

    Essential Duties:

    • Greets and interviews customers with professionalism in their homes and establishes strong client relations. Acts a liaison for the department; clarifies expectations of program goals to assure full understanding and that projects advance smoothly. 
    • Conduct Healthy Homes Assessments and based on the findings select the top priority to develop a scope of work.
    • Finalize Healthy Homes Assessment, pictures, and scope of work and submit to Field Supervisor for review and approval
    • Conducts a site visit to ensure inspection reports identify all the hazards and develop a scope of work based on the recommendations from the inspection report.
    • Creates cost estimation for each project and selects the best qualified contractor for the project based on capacity, certifications, cost, and responsiveness. 
    • Conducts and categorizes visual inspections. Documents findings through photographs, field notes and drawings. 
    • Coordinates daily work activities and performs evaluation assessments of contractors. Reviews project work scopes, and oversees that best lead-safe work practices are employed
    • Ensures all planned home improvement program activities performed are following Agency's policies and procedures, to meet local building codes, state/federal standards, and required HUD regulations.
    • Manages individual projects by communicating expectations and schedules with customers and contractors. Clarifies work scope, answers questions and recommends best methods for crews and sub-contractors. 
    • Conducts in-progress field monitoring visits to review installed work quality and practices per program requirements. Accepts installed work, evaluates and approves change requests and reviews contractor invoices.
    • Conducts a final review of the scope of work before proceeding to final inspection or clearance per program requiements
    • Document project progress in the appropriate grant database including QuickBase, WICLEAR, etc. 
    • Attends staff Meetings, weekly department meetings, Topic Presentations, monthly QA Meeting conducted by agency and other training conferences. 


    Requirements

     Skills/qualifications: 

    Must have a valid driver’s license and good driving record, ability to identify and concisely document findings in completed home inspections. Knowledge in the use of spreadsheets and written reports using Microsoft Office. Highly organized, self-motivated and goal-oriented. Ability to resolve conflicts with clients and contractors. Strong in customer relations and communication skills with clients and contractors. 

    Experience/Education/Training/Certifications: 

    • High School Diploma plus additional training last up to two years. 
    • Knowledge of construction inspections, code compliance and Lead Abatement work. 
    • Ability to obtain Lead Inspector, Lead Hazard Investigator, Healthy Homes Assessor, Asbestos Inspector, and Asbestos O&M certifications within 6 months of hire. Minimum of two years of progressive work experience in residential building inspections, or construction rehabilitation and remodeling. 
    • Equivalent experience in project management will be considered.

    • Performs site monitoring of in-progress work scopes, operation of hand operated power tools, climbing ladders etc.
    • During site visits occasional of lifting of heavy objects, crouching, kneeling, crawling, ducking and squatting. 
    • While performing the duties and responsibilities of this position, the employee is occasionally required to stand and walk. The incumbent will regularly sit, and will frequently talk and listen and use hands to finger, handle or touch. Specific vision requirements for this position include close vision and the ability to adjust focus. During the performance of his/her duties, the incumbent will regularly lift up to 25 pounds and occasionally up to 50 pounds.

    • During site inspection may be exposed to possible cuts, scrapes, bumps, bruises, sprains, slivers or eye injury. Potential exposure to traffic accidents, animal bites, falls, overhead hazards or hostile environments. Other potential health exposures to lead and asbestos materials, or mold and moisture issues.
    • The employee will work regularly in the office or out in the field environment where the noise level may vary.
