Typically reports to a top management. The Community Health Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     SUMMARY OF POSITION:

    Reports to the Vice President, Human Resources Operations. This position is responsible for the strategic leadership of human resource operations for our community hospital entities including Penn State Health Lancaster Medical Center, Penn State Health Hampden Medical Center, Penn State Health Holy Spirit Medical Center, St. Joseph Medical Center, and Pennsylvania Psychiatric Institute. The Director of HR Operations partners with senior operational leaders to ensure alignment between human resources and business owners and will collaborate with senior executives to define and execute change initiatives that advance the mission, promote values integration, increase organization effectiveness, and improve results. This role leads a team that includes Strategic HR Business Partners. Relocation Assistance is available to those who qualify. The position is eligible for base compensation management incentive plan.

    ESSENTIAL DUTIES:

    • Promotes and demonstrates the Penn State Health Mission, Vision, and Values in behaviors, practices, and decisions.
    • Rigorously enforces compliance with equal opportunity and diversity regulations while moving beyond compliance to develop a genuinely inclusive working environment.
    • Leads effective execution of HR initiatives, including supporting process improvements across HR functions. Ensures systemwide human resources strategies, policies and shared philosophy are implemented within the assigned region of responsibility.
    • Represents the assigned business units’ perspective while caring for alignment with the health system, needs and current practices in the development of human resources programs and initiatives.
    • A key advisor to assigned senior operations executive leadership. Consults with and influences senior leaders on key business issues that have HR implications, and on decisions that affect employees and the organization.
    • Leads, coaches, develops, mentors and manages human resources staff to inspire team members to excel in responsibilities and exemplify the organizational core values.
    • Defines and recommends best practices and governance structure for Strategic Human Resources Business Partner job function. Ensures effective consultation methods and HR and other functional area partnerships are utilized to support business leaders across the organization in executing human capital initiatives.
    • Implements HR strategies and programs that enhance operations.
    • Identifies market issues and determines root causes to develop evidence-based recommendations, business cases, and action plans to directly address the human resource needs of assigned regions of responsibility.
    • Participates in regular assessments of the market’s strengths and risks, regulatory and industry trends, and labor market dynamics as they relate to the operational, financial and clinical drivers of the organization.
    • Effectively utilizes data to aid in developing business decisions.
    • Collaborates with business leaders to distribute data in a manner that effectively aids in human capital planning.
    • Protects interests of employees and the organization in accordance with Human Resources policies and governmental laws and regulations.
    • Collaborates as needed with the employee and labor relations team on employee complaints relating to equal opportunity, sexual harassment, terminations, etc. Advises on high-level employee investigations as needed.
    • Lead merger & acquisition, integration, divestiture and organizational realignment efforts

    • Ability to work effectively with all levels of the organization.
    • Ability to set and convey an effective vision
    • Knowledge of Federal and State laws and regulations related to Human Resources.
    • Well-developed leadership and management skills. Demonstrated skills in coaching, counseling and collaborating, and forging alliances to garner support from diverse groups.
    • Demonstrates credibility in the role and can quickly establish themselves as an expert and build productive relationships across organizational functions and with business executives.
    • Ability to analyze and interpret data, and use it to inform business leaders and incorporate into strategy and planning
    • Analytical ability to conceptualize well in unstructured, fast-paced, dynamic and multi-functional environments requiring creativity, innovation, foresight and mature professional judgment.
    • Ability to think strategically and analytically.
    • Project management skills including the ability to define scope, program, process or project objectives, identify business needs, stakeholders and their interests, plan steps, and provide authoritative advice to accomplish goals and objectives.
    • Willingness to take the lead on cross-functional projects.
    • Strong business acumen with a high level of intellectual curiosity, and quantitative and analytical skills.
    • Excellent oral and written communication and presentation skills.
    • Self-directed and capable of making commitments, setting priorities, utilizing resources and delivering on-time results.
    • Continuous improvement mindset and a passion for measuring results through data and metrics.
    • Ability to make individual and collaborative decisions with multiple stakeholders.

    MINIMUM QUALIFICATION(S):

    • Bachelor's Degree
    • Seven (7) years of related Human Resources experience
    • Five (5) years of management experience leading a team
    • Ability to travel to multiple local locations on a regular basis to perform duties

    PREFERRED QUALIFICATION(S):

    • Master's Degree
    • SHRM HR Certification
    • Experience in a hospital setting
